Education is nice and dandy, but we&#039;re dealing with the human element.  Sure you can train the average home user to watch out for scenarios A, B, and C....but the bad guys will then create scenario D that the average home user will fall for.

Attribution is key here.  If there is no penalties or punishment for such illegal activities, then there is only incentive.  These groups are largely organized and operate like a business enterprise.  If there is no threat of jail, then these organizations will just grow and recruit better technical talent than the good guys who will always find ways to overcome the technical security.

The problem is more &quot;technical&quot; people who think that building a better firewall is the answer is out of touch with reality.  They live in a very narrow realm and are very short-sighted.</description>
