Think tank proposes no-tax increase budget

A conservative think tank is floating its own version of a state budget funded with no tax increases.

The Illinois Policy Institute today proposed a budget that would make cuts and even eliminate many programs, beyond the cuts proposed by Gov. Pat Quinn last week.

A couple of the cuts would eliminate the Department of Commerce and Economic Opportunity and would change Medicaid from a fee-for service program to a premium assistance program.

John Tillman, CEO of the organization, said the state should remove roadblocks for entrepreneurs, instead of picking “winners and losers.”

“If (DCEO) was good at creating jobs, this state wouldn’t rank 48th out of 50 states in creating jobs over the last 10 years,” he said at a Statehouse press conference. “So it’s failing, and on that measure alone we think it should be eliminated.”
