SPRINGFIELD – Illinois Republicans couldn’t take the governor’s mansion or take-over the General Assembly, but the GOP may still have a say in the next state budget.
Comptroller-elect Judy Baar Topinka and Treasurer-elect Dan Rutherford both say they are going to hold the line on borrowing.
Both need to sign-off on any short-term borrowing from Governor Pat Quinn’s office. And Rutherford says before he signs, he wants some answers.

Topinka says she was kicked-out of George Ryan’s office for refusing to sign his borrowing plans, so it’s not a political tactic.
The governor’s office borrowed 1-point-3 billion in short term loans this year, and will only say that the administration is looking forward to working with Topinka and Rutherford next year.
