SPRINGFIELD — What is suppose to be the medicine to alleviate Illinois’ headache of unpaid bills might just be a placebo says state Comptroller Judy Baar Topinka.
The Riverside Republican says the recent income tax hike of 67-percent isn’t enough to pay the $6-billion worth backlogged bills. In fact, Topinka estimates that number could hit $12-billion by 2015.
A plan to pay down all of those bills through borrowing is being floated by Senate President John Cullerton. Topinka says it might be a start, but no cure-all.

Topinka says cuts to spending are essential to fixing what ails the state. To help social service providers, hospitals, vendors and others the state owes money to in the mean time, Topinka wants the legislature to let her pay bits and pieces of the bills.

Some is better than none says Mike Heath who runs a food pantry, soup kitchen and emergency shelter provider in the southern Illinois city of Carbondale.

Until then, Heath says anyone owed money by the state will either have to find funds elsewhere or end programs, it’s that simple.
