<p>SPRINGFIELD — Illinois lawmakers are pushing for a statewide plastic bag and wrapper recycling program, the first of its kind in the country.</p>
<div readability="8.83177570093">The <a href="http://ilga.gov/legislation/fulltext.asp?DocName=&#038;SessionId=84&#038;GA=97&#038;DocTypeId=SB&#038;DocNum=3442&#038;GAID=11&#038;LegID=65044&#038;SpecSess=&#038;Session=">bill</a>, sponsored by state <strong>Rep. Michael Tryon</strong>, R-<strong>Crystal Lake</strong>, requires plastic bag and wrapper manufacturers to establish collection sites within 10 miles of Illinois residents in 90 percent of counties by 2014.</div>
<p>“We could do nothing and recycle 2 percent of our bags next year, or we could put in a statewide program and make it to 13 percent,” said Tryon.</p>
<p>This collection program would evaluate plastic bag and wrapper recycling rates. It would expire in four years, unless the General Assembly renews it.</p>
<p>The bill also bars local governments, except Chicago and Cook County, from banning or taxing plastic bags and wrappers.</p>
<p>The bill passed the House Environmental Health Committee on Wednesday with support from manufacturers and retailers and is expected to go before the full House.</p>
<p>An identical version of the bill passed the Senate in late March by a 36-15 vote. The bill has support from the Illinois Manufacturers’ Association, Illinois Retail Merchants Association, Chemical Industry Council of Illinois and Hilex Poly, the largest plastic bag manufacturer and recycler in the United States.</p>

<p>SPRINGFIELD – As we enter the holiday season, the Office of the Illinois State Fire Marshal urges residents to pay special attention to Christmas decorations to avoid any potential dangers.  Christmas tree lights, old extension cords, and fresh cut trees without proper care could lead to fires and serious injuries.</p>
<p>“This is a joyful time of the year where many families gather to celebrate and enjoy the beauty of the traditional Christmas tree or other decorations, but we remind people that those days are also a high season for house fires,” said State Fire Marshal Larry Matkaitis. “It’s imperative that our families maintain a safe setting and be well informed about fire safety during the holidays.”</p>
<p>According to the National Fire Protection Association (NFPA), U.S. fire departments responded to an average of 240 home fires caused by Christmas trees between 2005 and 2009. Those fires resulted in an average of approximately 13 civilian deaths, 27 injuries and $16.7 million in direct property damage nationwide each year. Some causing factors involved electrical problems (33%), heat source too close to Christmas trees (20%), and candles near Christmas trees (11%).</p>
<p>OSFM offers the following tips to consumers:</p>
<p><u>Christmas trees</u></p>
<p>• If you have an artificial tree, be sure it’s labeled, certified or identified by the manufacturer as fire-retardant. <br />
• If you choose a fresh tree, make sure the green needles don’t fall off when touched; before placing it in the stand, cut 1-2” from the base of the trunk. Add water to the tree stand, and be sure to water it daily. <br />
• Make sure the tree is not blocking an exit, and is at least three feet away from any heat source, like fireplaces, radiators, candles, heat vents, space heaters or lights.<br />
• Always turn off Christmas tree lights before leaving the room or going to bed. <br />
• After Christmas, get rid of the tree. Dried-out trees are a fire hazard and should not be left in the home or garage, or placed outside the home.</p>
<p><u>Christmas lights </u></p>
<p>• Use lights that have the label of an independent testing laboratory, and make sure you know whether they are designed for indoor or outdoor use. <br />
• Replace any string of lights with worn or broken cords, or loose bulb connections. <br />
• Connect no more than three strands of mini-string sets and a maximum of 50 bulbs for screw-in bulbs. <br />
• Never use lit candles to decorate the tree. Read the manufacturer’s instructions for the number of LED strands safe to connect. <br />
• Bring outdoor electrical lights inside after the holidays to prevent hazards and make them last longer.</p>
<p><u>Candles</u></p>
<p>December is the peak month for home candle fires, with Christmas Eve and Christmas Day representing two of the top five days for associated fires. More than half of all candle fires start when they are placed too close to combustible household items (i.e. curtains, lamp shades, other fabrics, and plastic) and holiday decorations (i.e., trees, garland, stockings, wrapping paper, and wrapped/boxed gifts).</p>
<p>• Consider using flameless candles, which look and smell like real candles. If you do use traditional candles, keep them at least 12” away from anything that can burn, and remember to blow them out when you leave the room or go to bed. <br />
• Use candle holders that are sturdy, won’t tip over and are placed on uncluttered surfaces. <br />
• Avoid using candles in the bedroom, where two of five U.S. candle fires begin, or other areas where people may fall asleep. <br />
• Never leave a child alone in a room with a burning candle. <br />
• Always put candles out before leaving the room.</p>

<p>The research letter, by noted University of Illinois at Chicago demographer S. Jay Olshansky, is published in the Dec. 7 issue of JAMA, the Journal of the American Medical Association.</p>
<p>Olshansky became interested in the subject when, in the summer of 2011, President Obama celebrated his 50th birthday, and a flurry of news reports focused on his graying hair, pronounced wrinkles, and rapidly aging appearance.</p>
<p>&#8220;In the world of biology, we know that you can&#8217;t actually measure the aging of an individual,&#8221; says Olshansky, professor of epidemiology at the UIC School of Public Health. &#8220;There isn&#8217;t any single test to actually measure how long you&#8217;ve aged from point A to point B, nor is it possible to predict specifically how long an individual will live.&#8221;</p>
<p>Using the assumption that presidents age at twice the normal rate, Olshansky calculated how long U.S. presidents would have been expected to live based on their age and the year they were inaugurated &#8212; and compared it to how long they actually lived.</p>
<p>Aging at twice the normal rate was estimated by removing two days of life for every day in office (for example, a 4-year term led to a reduction in estimated remaining lifespan of 8 years).</p>
<p>Olshansky found that 23 of the 34 U.S. presidents who died from natural causes lived longer, and in many instances significantly longer, than predicted. Their average age at inauguration was 55.1 years.</p>
<p>Four presidents who were assassinated were excluded from the analysis.</p>
<p>Conventional wisdom suggests that the longevity of U.S. presidents is shortened due to the stresses of the office, but the average lifespan of the first eight presidents was 79.8 years &#8212; during a time when, for men, life expectancy at birth was less than 40. </p>
<p>&#8220;This is about how long females born in the U.S. today live,&#8221; Olshansky said.</p>
<p>The study also found that living ex-presidents have either already exceeded their predicted longevity at the time of their inauguration, or are likely to do so.</p>
<p>&#8220;We know that socioeconomic status has an extremely powerful effect on longevity now,&#8221; Olshansky said, &#8220;and it was likely to have been a factor in the past.&#8221; All but 10 U.S. presidents were college educated; all were wealthy; and all had access to health care.</p>
<p>&#8220;We dont die from gray hair and wrinkled skin,&#8221; said Olshansky. &#8220;What we&#8217;re seeing in President Obama is really not inconsistent with what we see for any other man his age in the U.S. or elsewhere.&#8221;</p>

<p>SPRINGFIELD, Ill., Nov. 29, 2011 /CHICAGOPRESSRELEASE.COM/ &#8212; Today&#8217;s Senate vote approving SB 678 promises to leave Illinoisans paying at least $286 million in annual costs for the next 30 years to pay for the Taylorville Energy Center, a power plant that Illinois doesn&#8217;t need. If passed by the House and signed by the Governor, this tremendous cost would devastate Illinois&#8217; economy, destroying jobs and sending businesses elsewhere.</p>
<p>Kevin Wright, former Illinois Commerce Commissioner and President of the Illinois Competitive Energy Association, cited the costs that Tenaska, an out-of-state energy company, would pass on to Illinois consumers to build the Taylorville Energy Center.</p>
<p>&#8220;According to Tenaska&#8217;s own report, this project would cost Illinois electricity customers at least $286 million per year, and after today&#8217;s vote, Tenaska is one step closer to getting their way,&#8221; said Wright. &#8220;When this issue comes up next year, I hope the House will do what the Senate wouldn&#8217;t and stick up for Illinois consumers by rejecting this bill.&#8221;</p>
<p>In addition to the cost alone, this legislation would lock Illinois businesses, families, and government agencies into a 30-year contract, undermining Illinois&#8217; competitive energy market and damaging our economy.</p>
<p>&#8220;This bill forces Illinois businesses to subsidize an out-of-state company and leaves them exposed to a huge cost burden in the event of budget overruns, which are almost inevitable,&#8221; said David Vite, President of the Illinois Retail Merchants Association. &#8220;It will make it harder for our businesses to keep and create jobs and signal &#8216;Look elsewhere&#8217; to businesses outside our state looking to expand or relocate.&#8221;</p>
<p>Three times previously, the General Assembly voted against the Taylorville Energy Center, amending and adding to the legislation to win votes. Greg Baise, President and CEO of the Illinois Manufacturers&#8217; Association, discussed the legislation and called on the House to reject SB 678 next year.</p>

<p>SCHAUMBURG, Ill., Nov. 28, 2011 /CHICAGOPRESSRELEASE.COM/ &#8212; The most common poisons that threaten our beloved pets are our own medicines—drugs such as ibuprofen, acetaminophen, antidepressants, and ADHD medications. Any medication, even those prescribed for a pet, can pose a risk to dogs or cats that might eat whatever they find.</p>
<p>For this reason and more, the <a target="_blank" href="http://www.seagrant.noaa.gov/">National Sea Grant College Program</a> and the <a target="_blank" href="http://www.avma.org/">American Veterinary Medical Association (AVMA)</a> have forged a formal partnership to raise awareness about the need for proper storage and disposal of unused medicines.</p>
<p>Pets, of course, are not the only victims of accidental poisonings. The Journal of Pediatrics recently reported that between the years 2001-2008, more than 430,000 children five years or younger were brought to emergency rooms due to self-ingested medicines. And, in the larger picture, drug-related deaths now outnumber motor vehicle fatalities, according to the Centers for Disease Control.</p>
<p>What&#8217;s more, pharmaceuticals are turning up in the environment. &#8220;Medicine disposal has become an emerging issue as numerous studies have found pharmaceuticals in drinking water and in lakes and rivers,&#8221; said Laura Kammin, Illinois-Indiana Sea Grant (IISG) pollution prevention specialist. &#8220;The long term impacts are not known, but it&#8217;s clear that flushing medicines or throwing them in the trash contributes to the problem.&#8221;</p>
<p>&#8220;We are excited about this collaborative effort involving the AVMA and NOAA&#8217;s National Sea Grant College Program,&#8221; said Mike Liffmann, Extension Leader for the National Sea Grant Office. &#8220;Our Illinois-Indiana Sea Grant colleagues will, on behalf of the National Sea Grant College Program, lead this joint outreach and education effort aimed at ensuring that leftover or unused medications for animals are disposed of properly so they cannot harm people, the animals or the environment.&#8221;</p>
<p>For the past six years, IISG has worked with communities to develop local medicine collection programs. Through workshops and the IISG toolkit, the program provides information and support so that these efforts are safe and successful.</p>
<p>Now, alongside the AVMA, the information campaign can grow to encompass new audiences, including animal owners who, along with many in the general public, may need to dispose of unused and expired medicine.</p>
<p>&#8220;By increasing the general public&#8217;s awareness of options available to them for the proper disposal of pharmaceuticals and the environmental consequences of improper disposal, it is hoped and anticipated that fewer and fewer medications will be flushed or poured into our waters,&#8221; said Kristi Henderson, AVMA assistant director of scientific activities.</p>

<p><b><i>Forecast Puts Robust Cement Consumption Off Until 2014</i></b></p>
<p>SKOKIE, Ill., Nov. 17, 2011 /CHICAGOPRESSRELEASE.COM/ &#8212; Job creation is key to improving many economic indicators, and its reduction translates into a longer wait for the construction and cement recovery. Even with an economic recovery, construction levels will remain at new floor levels and lead to relatively flat cement consumption until 2014, according to the most recent economic forecast from the Portland Cement Association (PCA).</p>
<p>PCA revised its cement consumption forecast to increases of 1.1 percent in 2011, 0.5 percent in 2012 and 7.4 percent in 2013—roughly half of the previous forecast. According to the report, large structural issues exist in each construction sector that will slow recovery.</p>
<p>&#8220;The Great Recession was construction focused. Residential, nonresidential and state discretionary construction levels collapsed,&#8221; Edward Sullivan, PCA chief economist said. &#8220;Despite economic growth, the residential sector, for example, will continue to be plagued by a large volume of foreclosures, tight lending standards and weak new home prices. I don&#8217;t see a rebound in most of that market until 2014.&#8221;</p>
<p>Recovery for the construction industry is tied to general economic growth and job creation. Job creation will reduce, and eventually eliminate, the adverse impacts of foreclosures, tight lending standards, commercial occupancy and leasing rates as well as the severity of state fiscal conditions. However, because the impediments to a construction recovery are so large, even if an acceleration in economic growth and job creation occurs on a sustained basis, the benefits will not materialize quickly.</p>
<p>According to Sullivan, nonresidential construction will also remain low until 2013, and lack of assured federal funding will drag down the public sector until 2014.</p>

	SPRINGFIELD — Some <b>Illinois</b> taxpayers are being asked to shell out more for teachers’ retirement payments than others.</p>
<p>
	The report added that 138 school districts paid a portion of teachers’ contributions to TRS for the 2010-2011 school year. Teachers in the remaining 313 school districts contributed to TRS directly from their paychecks.</p>
<p>
	TRS required the following contributions to the pension fund based on teacher salaries:</p>
<ul>
<li>
		Teachers giving 9.4 percent;</li>
<li>
		State giving a matching contribution of 9.4 percent;</li>
<li>
		School districts giving 0.58 percent.</li>
</ul>
<p>
	Teachers can have their school districts cover their TRS contributions through contract negotiations with local school boards. In total, 554 school districts pitched in $400 million for teachers’ pensions during the 2010-2011 school year, according to the institute&#8217;s report.</p>
<p>
	The policy institute said it is highlighting this practice now because of the severe underfunding of the pension system. TRS has an unfunded liability — how much money a pension system falls short of to pay current and future pensions — of $39.8 billion, or about 51 percent of what it needs to pay current and future pensions.</p>
<p>
	“The districts have used this as a sweetener over time, and it’s clear that the pension pickups have become a benefit for teachers,” said <b>Ted Dabrowski</b>, vice president of policy for the institute. “To ask a teacher … to put money toward their own retirement fund is not too much.”</p>
<p>
	Whether the money is coming from the district or a teacher’s paycheck, it’s still coming out of the teacher’s pocket, said <b>Charles McBarron</b>, spokesman for the <b>Illinois Education Association</b>, a teachers’ union.</p>
<p>
	“Regardless of who actually sends the money to the pension system, it is essentially from the teacher, because it is part of a negotiated agreement on compensation,” McBarron said. “It’s part of a teacher’s compensation, and it’s something they negotiate on the local level. There is nothing new about it, and nothing unusual about it.”</p>
<p>
	How much more it is costing some local taxpayers swings wildly. In the tiny southern Illinois town of <b>Hoyleton</b>, taxpayers were only on the hook for an extra $4,340 for all of the teachers in the <strong>Hoyleton Elementary School District</strong>. In northwest Chicago suburb of <b>Elgin</b>, more than $18 million went toward local teachers’ pension payments.</p>
<p>
	In Moline, the cost to taxpayers is about $4 million, according to the report. <b>Robert Tallitsch</b>, a member on the <b>Moline School District School Board</b>, echoed McBarren, saying that benefits like pension payments are used to attract better teachers without raising salaries.</p>
<p>
	“If they’re having a tough time raising salaries, districts will increase benefits. A lot of time benefit payments are deferred; they don’t impact the bottom line right away,” Tallitsch said. “As a result you’re hoping for a better cash flow later on as compared to right now to make the salary package a better deal.”</p>

With European basketball leagues marketing their programs to the locked out NBA players, record numbers at the PBL combine shows that playing domestically is still on the agenda of many top players for the 2012 season. </p>
<p>With the outstanding turnout during combine weekend in Chicago, the Premier Basketball League is finishing plans to stage a second combine. The East Coast Combine and National Tryouts will tentatively be set for the first weekend in November in the city of one of the PBL&#8217;s newest teams, the Scranton Steamers out of Scranton Wilkes-Barre, PA. </p>
<p>&#8220;We wanted to give an additional opportunity for professional caliber players to stand out in front of coaches, league administration, and sports agents. We are thrilled with the turnout this past weekend, and have already received registration requests for our East Coast Combine,&#8221; commented PBL Vice President of League Operations Carrie Ann May, who organized and put together this past weekend&#8217;s PBL Combine from start to finish. </p>
<p>Many agents brought their clients to the Chicago combine to give them a shot on the court with some of the leading unsigned basketball talents in America. &#8220;We loved to hear the caliber of play was on par and in some cases exceeded that from the NBA&#8217;s D-League combine held the weekend prior,&#8221; continued Carrie Ann May. </p>
<p>Attack Athletics&#8217; Owner &#038; CEO Tim Grover brought key players to the PBL combine as the host of the Chicago tryout weekend. With venue leadership being impressed with the overall operation and structure of the PBL combine, sights are set on the Scranton market to raise the bar even higher with the second combine just a month out. </p>
<p>In addition to the combine and tryouts, the PBL held its Referee and Officials Training Camp throughout the weekend. The PBL has been working hard with other leagues to raise the overall standards for minor league basketball in America. One of the first steps was creating a proper credentialing and standards process for game officials. </p>

With nearly 50 referee candidates showing up from 17 states, the PBL is excited about the high caliber of officiating set for the 2012 season. <p>TRENTON, NJ—A commodity pool operator and day trader based in Hackensack, N.J., admitted today to directing two schemes to defraud individual investors and a financial institution of approximately $2 million and to evading more than $150,000 in tax payments, U.S. Attorney for the District of New Jersey Paul J. Fishman announced.</p>
<p>Victor E. Cilli, 46, pleaded guilty to an information charging him with one count of securities fraud, one count of conspiracy to commit bank fraud, and one count of tax evasion. Cilli entered his guilty plea before U.S. District Judge Garrett E. Brown in Trenton, N.J., federal court.</p>
<p>According to documents filed in this case and statements made during Cilli’s guilty plea proceeding:</p>
<p>Beginning in August 2006, Cilli was the sole owner and president of Progressive Investment Funds LLC (PIF), a commodity pool operator (CPO) engaged in an investment trust that solicited funds for the purpose of trading commodity futures. PIF was registered with the Commodity Futures Trading Commission (CFTC) and the National Futures Association (NFA), and was the CPO of Progressive Managed Futures Fund LP (PMFF), a commodity pool operated for the purpose of trading commodity futures. Cilli had sole trading authority over PMFF, which remained open until approximately February 2009.</p>
<p>Beginning as early as January 2007 and through September 2007, Cilli engaged in a Ponzi scheme to defraud at least four commodity pool participants of approximately $506,000. Though Cilli returned some funds to the investors, the payments were not from actual trading profits but from funds of existing pool participants. Cilli made false and misleading statements to the pool participants claiming he had made money for them when, in fact, most of his trading resulted in losses. Of the $506,000 invested, Cilli traded approximately $263,000, losing approximately $200,168. Cilli never disclosed to the pool participants that he had traded less than half of their money or that most of his trading had resulted in significant losses.</p>
<p>Cilli also misappropriated thousands of dollars in pool funds for personal expenses—including hair salon visits, skin care treatments, payments on his Harley Davidson motorcycle, and other personal entertainment, meals, and travel expenses.</p>
<p>In an unrelated scheme, from 2002 through September 2006, Cilli and approximately 16 others conspired to defraud KeyBank, a financial institution based in Cleveland of more than $1.5 million in student loans by falsely representing to KeyBank that they would use the funds to attend Tab Express International Inc., a pilot and flight crew training school in DeLand, Fla., and use the proceeds of student loans for educational expenses at Tab.</p>
<p>Based upon prior agreements between Cilli and his co-conspirators, they never intended to enroll at Tab, nor repay principal or interest on the student loans to KeyBank. After KeyBank disbursed the loan proceeds to the school, approximately $600,000 of the loan proceeds were deposited into bank accounts solely owned and operated by Cilli. Cilli then made kickback payments totaling approximately $130,000 to his co-conspirators for signing up for the loans. Tab retained approximately $900,000 of the total loan proceeds. KeyBank was never repaid any of the principal or accrued interest on the loans.</p>
<p>To conceal his fraudulent conduct, Cilli maintained bank accounts in the names of Northeast Flight Training Inc., which was not a flight training school, and United Charities of America Inc., which was not a charitable organization. Both accounts were maintained by Cilli solely to perpetuate his frauds and fund his personal expenditures.</p>
<p>Finally, for calendar years 2003 and 2004, Cilli intentionally failed to provide the Internal Revenue Service (IRS) with any information regarding the proceeds that he received in connection with his conspiracy to commit bank fraud, in the aggregate amount of approximately $547,705, resulting in a tax loss to the United States of approximately $158,674.</p>
<p>The securities fraud charge carries a maximum potential penalty of 20 years in prison and a $5 million fine; the conspiracy to commit bank fraud charge carries a maximum potential penalty of 30 years in prison and a $1 million fine; and the tax evasion charge carries a maximum potential penalty of five years in prison and a $100,000 fine. Sentencing is currently scheduled for Jan. 11, 2012.</p>
<p>U.S. Attorney Fishman credited special agents of the FBI, under the direction of Special Agent in Charge Michael B. Ward; and IRS &#8211; Criminal Investigation, under the direction of Special Agent in Charge Victor W. Lessoff, for the investigation leading to today’s guilty plea. He also thanked the CFTC, Eastern Regional Office in New York, under the direction of Regional Counsel Stephen J. Obie. U.S. Attorney Fishman also credited the NFA, New York Office, under the direction of Director Cheryl Tulino, for its assistance.</p>
<p>The government is represented by Assistant U.S. Attorney Aaron Mendelsohn of the U.S. Attorney’s Office Economic Crimes Unit in Newark, N.J.</p>
<p>This case was brought in coordination with President Barack Obama’s Financial Fraud Enforcement Task Force. President Obama established the interagency Financial Fraud Enforcement Task Force to wage an aggressive, coordinated, and proactive effort to investigate and prosecute financial crimes. The task force includes representatives from a broad range of federal agencies, regulatory authorities, inspectors general, and state and local law enforcement who, working together, bring to bear a powerful array of criminal and civil enforcement resources. The task force is working to improve efforts across the federal executive branch, and with state and local partners, to investigate and prosecute significant financial crimes, ensure just and effective punishment for those who perpetrate financial crimes, combat discrimination in the lending and financial markets, and recover proceeds for victims of financial crimes.</p>

<p>NORTHBROOK, Ill., Sept. 20, 2011 /CHICAGOPRESSRELEASE.COM/ &#8212; Today, Allstate Insurance Company (NYSE:   <a href="http://studio-5.financialcontent.com/prnews?Page=Quote&#038;Ticker=ALL" target="_blank" title="ALL"> ALL</a>) and the American Football Coaches Association (AFCA) announced the 22 student-athletes named to the 2011 Allstate AFCA Good Works Team®, one of the most prestigious off-the field honors in college football. For 20 years the award has recognized a select group of college football players committed to making a difference in their communities.</p>
<p>A program record 132 players were nominated for the award this summer.  From the nominations, a special voting panel, including former Allstate AFCA Good Works Team® members and current college football broadcasters, selected 22 players from across the country to the team.  Of the two 11-member teams, one comprises players competing in the NCAA® Football Bowl Subdivision and the other is a combined team representing the NCAA Football Championship Subdivision, Divisions II, III, and the NAIA.</p>

<p>To kick off the celebration of the partnership, now going into its fourth year, a team of 100 ARAMARK volunteers will refurbish the Parkway Community House, one of the Hull House community centers.</p>
<p>Volunteers will enhance health and wellness programs by creating safe space for recreation, fitness, urban gardening and nutrition education. This initiative is part of <em>ARAMARK Building Community (ABC)</em>, the company&#8217;s signature philanthropic and volunteer program, which enriches the lives of families by strengthening local community centers.</p>
<p>The need for health and wellness solutions in the Chicagoland community is clear.  In the Englewood neighborhood, for example, childhood obesity rates are nearly double the nationwide average. More than 60 percent of children between two and 18 are overweight, compared to 50 percent in Chicago and slightly more than 30 percent nationwide.</p>

<p>Company employees have refurbished three different facilities, including Mahalia Jackson Elementary School. The team has also hosted school supply and food drives, and company chefs and dietitians have implemented nutrition and wellness workshops to children and adults in community centers throughout the Hull House network.</p>
<p>In addition, more than 700 community residents and 50 employers benefitted from an ARAMARK-sponsored career fair. ARAMARK volunteers help community members develop job skills, one of the first steps toward reducing poverty and decreasing food insecurity, noted Smith.</p>
