<p>A long-time Seattle financial advisor was indicted today by a federal grand jury with 23 criminal counts, including wire fraud, money laundering and investment advisor fraud, announced U.S. Attorney Jenny A. Durkan. Mark F. Spangler, 57, of Seattle is accused of diverting investor money from accounts he managed to risky start up ventures in which he or his investment firm had an ownership interest. Spangler allegedly diverted more than $46 million to two companies, one of which is now shut down after failing to generate any positive revenue. Those who invested in the funds managed by Spangler, as part of The Spangler Group Inc.(TSG), were not told that their money was being invested in risky start-up companies. Spangler and several of his companies went into receivership last year. Today, the Securities and Exchange Commission filed a civil suit against Spangler as well. Spangler is scheduled to appear in U.S. District Court in Seattle on May 18, 2012 at 2:30.</p>
<p>“The Department of Justice is making the prosecution of financial fraud a top priority,” said U.S. Attorney Durkan. “These investors lost millions to a man they trusted to safeguard their resources. We are working closely with the SEC to ensure Mr. Spangler is held accountable for his fraud.”</p>
<p>The six investors described in the indictment were told their funds were conservatively invested in publicly traded companies and in bonds. Spangler allegedly provided them misleading statements over time, falsely describing the value of their accounts and how the money was invested. When investors sought to liquidate their holdings, Spangler was unable to provide them any funds, because the money had been funneled to the high risk start-up ventures that were not profitable.</p>
<p>According to the indictment, Spangler established a variety of funds as early as 1998 to pool investor money to buy publicly traded stocks and bonds. Spangler co-founded the two startup companies in the early 2000s—Tamarac Inc. in 2000 and TeraHop Networks Inc. in 2002. Tamarac Inc. is headquartered in Seattle and provides software to financial planners. TeraHop Networks Inc. is headquartered in Georgia and manufactured wireless devices used to monitor the location and activity of people and physical assets such as construction equipment. TeraHop has ceased operation. Spangler not only failed to disclose to his investors that he was diverting significant amounts of their funds to TeraHop and Tamarac, but he also failed to disclose that he was involved in the management of these companies, had an ownership interest in Tamarac, and was receiving payments from both companies. The indictment contains an order of forfeiture, which will be used to try to recover assets for the investors.</p>
<p>The case is being investigated by the FBI and Internal Revenue Service Criminal Investigation (IRS-CI).</p>

<p>WASHINGTON—Carmelita Hines, 48, of Waldorf, Maryland, was sentenced today to a 20-month prison term on a charge of wire fraud in an embezzlement scheme that cost her former employer more than $200,000, announced U.S. Attorney Ronald C. Machen, Jr. and James W. McJunkin, Assistant Director in Charge of the FBI’s Washington Field Office.</p>
<p>Hines pled guilty in February 2012 in the U.S. District Court for the District of Columbia. She was sentenced today by the Honorable Ellen S. Huvelle. Judge Huvelle ordered Hines to pay $217,074 in restitution and an equal amount in forfeiture. Upon completion of her prison term, Hines will be placed on three years of supervised release. During that time, she must perform 200 hours of community service.</p>
<p>According to a statement of offense presented to the court by Assistant U.S. Attorney Sherri L. Schornstein, Hines worked from 2003 until 2011 as office operations manager for the United States Commission on International Religious Freedom, an independent, bipartisan U.S. federal government commission that makes policy recommendations to the president, the secretary of state, and Congress. Her duties included, among other things, managing the procession, tracking, and expenses of the commission’s expenses and other finances.</p>
<p>From 2007 until 2011, Hines repeatedly used credit card accounts in the name of the commission and in her own name, on behalf of the commission, to embezzle $217,074. She used the accounts to charge $146,008 in personal expenses and to make $71,066 in cash withdrawals for her personal benefit. The personal expenses included assorted gift cards, computer equipment, automobile GPS systems, an iPod Nano, gasoline, cosmetics, movie tickets, investment in a “get-rich-quick” scheme, and other items.</p>
<p>Hines used her position to conceal her embezzlement and fraud. Among other things, she altered credit card statements and certified documents to hide the crimes.</p>
<p>In announcing the sentence, U.S. Attorney Machen and Assistant Director in Charge McJunkin praised those who worked on the case, including the special agents of the FBI’s Washington Field Office, as well as former Legal Assistant Jared Forney of the U.S. Attorney’s Office. They also commended the efforts of Assistant U.S. Attorney Sherri L. Schornstein, who prosecuted the case.</p>

<p>SPRINGFIELD — Several Illinois lawmakers debated whether the co-founder of a group dedicated to a former Nation of Islam leader should be appointed to the state&#8217;s Human Rights Commission.</p>
<p><strong>Gov. Pat Quinn</strong> recommended that <strong>Munir Muhammad</strong>, of <strong>Chicago</strong>, be reappointed to the commission — a post he has had since 2003.</p>
<p>Munir Muhammad on Thursday told lawmakers the not all coalition members agree with the teachings of Elijah Muhammad.</p>
<div readability="13.4776119403">But state Sen. <strong><a href="http://ballotpedia.org/wiki/index.php/Tim_Bivins">Tim Bivins</a></strong>, R<strong>-</strong><strong>Dixon</strong>, who opposed Munir Muhammad&#8217;s reappointment, said, “Some of the things (Elijah Muhammad) said are kind of disturbing. Since this is in the public domain, it’s out there for everybody to see, and that’s the issue that I have.”</div>
<div readability="8.69565217391">However, state Sen. <strong><a href="http://ballotpedia.org/wiki/index.php/Kimberly_Lightford">Kimberly Lightford</a></strong>, D-Chicago, said she believes Munir Muhammad represents the mission of the human rights commission.</div>
<p>“If we think about religion, I think so many of us share so many different religions, that’s the beauty of all of us,” she said. “We all have different beliefs. We have diversity, and I think that is what the human rights commission is all about.&#8221;</p>
<p>The Senate Executive Appointments Committee approved Munir Muhammad&#8217;s reappointment. It now has to be approved by the full Senate.</p>

<p>SACRAMENTO—Kinde Durkee, 59, of Long Beach, California, pleaded guilty today before U.S. District Judge Kimberly J. Mueller to five counts of mail fraud, announced Benjamin B. Wagner, U.S. Attorney for the Eastern District of California. The charges relate to a long-running scheme in which she misappropriated millions of dollars from various campaign committees of federal and state elected officials.</p>
<p>This case is the product of an extensive investigation by the FBI. Assistant U.S. Attorneys John K. Vincent and Phillip A. Ferrari prosecuted the case. The investigation originated with an audit by an investigator with the California Fair Political Practices Commission.</p>
<p>In pleading guilty today, Durkee admitted that the losses to victims exceeded $7 million. The case is believed to be the largest embezzlement by a campaign committee treasurer ever prosecuted.</p>
<p>According to the plea agreement, Durkee operated Durkee &#038; Associates, a firm that specialized in providing accounting and campaign reporting services to political committees for state or federal offices, including political campaign committees and non-profit organizations. Part of that service included filing campaign disclosure forms with the California Secretary of State in Sacramento (for state candidates or officials) or the Federal Election Commission (FEC) (for federal candidates or officials). In addition, Durkee served as the treasurer for many of her client committees and maintained bank accounts for her clients.</p>
<p>According to court documents, from approximately January 2000 to September 2011, Durkee operated a scheme to defraud clients of Durkee &#038; Associates by routinely misappropriating client funds and submitting and causing the submission of false information to the California Secretary of State and the FEC. As a result of the false filings, clients believed that their campaign accounts had more money in them than they actually held. Durkee used the money she misappropriated to pay her personal expenses, including mortgage payments and American Express charges; to pay business expenses, including payroll; and to repay unauthorized withdrawals from other client accounts.</p>
<p>U.S. Attorney Wagner said, “Kinde Durkee’s casual embezzlements over a decade added up to devastation for many of her clients. Like any fraudster, she depended on trust to perpetuate and conceal her scheme. In the world of politics, no less than in the world of finance, clients should be wary of relying on trust alone when choosing a guardian for their funds.”</p>
<p>“Greed is the root of all white collar crime,” said Herbert M. Brown, Special Agent in Charge of the FBI Sacramento Field Office. “Our agents tirelessly investigate these crimes that silently erode our communities, exposing those who purposely defraud, steal, and embezzle from those they are entrusted to serve.”</p>
<p>As part of the sentence ultimately imposed in this case, Durkee will be ordered to pay restitution to the victims. As part of the plea agreement, she agreed to turn over any equity in a property in Burbank, California, where her firm was located. The firm is no longer operating. She also agreed to liquidate funds in a 401(k) account for use in restitution.</p>
<p>Durkee is scheduled to be sentenced by Judge Mueller on June 20, 2012 at 9:00 a.m. The maximum penalty for each count of mail fraud is 20 years in prison and a $250,000 fine. The actual sentence, however, will be determined at the discretion of the court after consideration of any applicable statutory factors and the Federal Sentencing Guidelines, which take into account a number of variables.</p>

<p><strong>CHICAGO</strong> – October 17, 2011. Governor Pat Quinn today announced the appointments of 7 commissioners to the Illinois Workers’ Compensation Commission (IWCC). Commissioners review workers’ compensation appeals, and today’s appointments relate to the package of reforms to the workers’ compensation system that Governor Quinn led through the General Assembly and signed earlier this year.</p>
<p>“We set out to review and reform our entire workers’ compensation system in Illinois, and that’s what we have done,” Governor Quinn said. “Our reforms continue protections for workers, while also saving our businesses millions and improving Illinois’ business climate. These commissioners will ensure that Illinois workers’ compensation cases are judged fairly so that workers and business can have confidence in our system.”</p>
<p>Commissioners sit on one of three IWCC panels that review appeals by petitioners or respondents to an arbitrator’s decision. To ensure balanced reviews, each panel consists of three commissioners: a commissioner representing the public, a labor commissioner representing the employee community, and a business commissioner representing the employer community.</p>
<p>In June, Governor Quinn signed House Bill 1698, a comprehensive overhaul of Illinois’ workers’ compensation system. The reforms are expected to save Illinois businesses between $500 and $750 million dollars annually, while continuing protections for injured workers. The reform package also included a major overhaul of Illinois’ troubled Workers’ Compensation Commission.</p>
<p>Last Friday, the Governor appointed 29 arbitrators to the IWCC, following a rigorous vetting process by the Advisory Board and the Office of the Governor. The overhaul called for the Governor to make appointments or reappointments to fill all arbitrator positions, considering recommendations from the Workers’ Compensation Advisory Board. Members of the board &#8211; six representing employers and six representing workers &#8211; were appointed by the Governor earlier this year.</p>
<p>The new law requires both arbitrators and commissioners to follow the rules and ethical practices of judges. Arbitrators and commissioners must also take at least 20 hours of training every 2 years while in office regarding professional and ethical standards, detection of fraud, evidence-based medical treatment, and Coal Workers’ Pneumoconiosis.</p>
<p>The Governor appointed commissioners to seven positions that were on expired terms. Five commissioners were reappointed. Commissioner Molly Mason was appointed as an arbitrator on Friday. Three commissioners, Yolaine Dauphin, Thomas Tyrrell, and Chairman Mitchell Weisz, are in the midst of four year terms, set to expire on Jan. 21, 2013.</p>

<p><strong>Mario Basurto</strong> of Cook County has more than 15 years of experience as an attorney and legal supervisor and has been a commissioner with the Illinois Workers’ Compensation Commission since 2005. Previously, Mr. Basurto worked as an attorney for the firm Dranias, Harrington &#038; Wilson, and as an in-house trial attorney and assistant legal supervisor for the Law Offices of Lauren Meachum, where he was exclusively responsible for over 70% of the firm’s largest corporate client, United Parcel Service. Mr. Basurto is an active member in such organizations as the Chicago Bar Association, the Hispanic Lawyers Assication and the Puerto Rican Lawyers Association. He received a J.D. and a B.A. from the University of Illinois. Mr. Basurto will be serving as a Commissioner on Panel C.</p>
<p><strong>Charles DeVriendt</strong> of Will County has nearly 30 years of experience as a workers’ compensation attorney through his private practice, DeVriendt and Associates, and has served as an arbitrator with the Illinois Workers’ Compensation Commission since 2004. Mr. DeVriendt previously served as Assistant General Counsel at the Chicago Park District, Assistant Corporation Counsel at the City of Chicago and served as a police officer at the Chicago Police Department. He holds a J.D. from DePaul University, and a B.A. from St. Joseph College. Mr. DeVriendt will be appointed as a Commissioner on Panel B.</p>
<p><strong>Daniel R. Donohoo</strong> of Madison County has more than 25 years of experience as a CPA and county recorder and has served as a Commissioner with the Illinois Worker’s Compensation Commission since May of 2010. Mr. Donohoo served for over 20 years as the recorder for Madison County in addition to being a board member for four years. He has worked at the firms Schoppet &#038; Schoppet and Croxford, Donohoo &#038; Co. Mr. Donohoo is a member of ABA, ISBA, AICPA and ILCPA and has been a member of Governor Quinn’s Taxpayer Action Board. He holds a J.D. from Thomas L. Cooley Law School and a B.A. from Southern Illinois University-Edwardsville. Mr. Donohoo will be serving as a Commissioner on Panel A.</p>
<p><strong>David L. Gore Jr.</strong> of Will County has nearly 20 years of experience as an attorney and has served as a commissioner with the Illinois Workers’ Compensation Commission since 2006. Previously, he was a partner at the firm Gore &#038; Gore, specializing in workers compensation cases. Mr. Gore has also served as Assistant State’s Attorney for Chicago, staff attorney with the Illinois Legislative Reference Bureau and Contract Administrator for an intellectual property protection company. In addition, he has served as staff representative of the United Steelworkers of America, ALF-CIO-CLC. Gore holds a J.D., an M.A. and a B.A. from University of Illinois at Urbana-Champaign. Lamborn</strong> of DuPage County has more than 20 years of experience as a prosecutor in several divisions of the Cook County States’ Attorney and has served as a commissioner with the Illinois Workers’ Compensation Commission since 2007. <p>The first futures contract CFE intends to list will be on Radar Logic&#8217;s 25-Metropolitan Statistical Area (MSA) Composite Index (ticker symbol: RPXCP), which tracks values of the U.S. residential housing market as a whole. Today CFE filed with the Commodity Futures Trading Commission (CFTC) to offer trading in a number of Radar Logic 28-Day Real Estate Index (RPX) futures and released proposed contract specifications and margin requirements. </p>

<p>CHICAGO, Sept. 14, 2011 /CHICAGOPRESSRELEASE.COM/ &#8212; The Citizens Utility Board (CUB) has joined Gov. Pat Quinn and the Illinois Commerce Commission (ICC) in a campaign to educate consumers on how they can get affordable telephone service. </p>
<p>Gov. Quinn has issued a proclamation declaring September 12-18 Lifeline Awareness Week in Illinois. Lifeline and Link-Up are two programs that provide phone installation and billing discounts for eligible low-income consumers. In addition to those discounts, CUB has found that all callers—no matter their income level—can save an additional $200 a year, on average, by choosing the right calling plan.</p>
<p>The CUB-designed AT&#038;T Consumer&#8217;s Choice plans, which cost between about $3 and $20 per month, were designed by the consumer group to fit the needs of the average Illinois caller. As a result of the Illinois Telecommunications Act, the plans&#8217; prices are frozen through at least June of 2013 and are available to all AT&#038;T landline customers in Illinois, regardless of income. <p>Consumers may be eligible for telecommunications assistance if they currently participate in assistance programs including <b>Medicaid, Food Stamps, Supplemental Security Income (SSI), federal public housing assistance, Low-Income Home Energy Assistance Program (LIHEAP), Temporary Assistance to Needy Families (TANF) or the National School Lunch Program&#8217;s Free Lunch program.</b></p>
<p>CUB urges income-eligible residents to stay connected to community resources and emergency services through the federal Lifeline program, which provides a basic telephone service discount of up to $10 per month. Link-Up helps income-eligible consumers begin telephone service.  The program pays one-half (up to a maximum of $30) of the initial installation fee for a traditional, landline telephone or activation fee for a wireless telephone for a primary residence.  </p>

<p><strong>CHICAGO</strong> – August 2, 2011. Governor Pat Quinn today signed “Zach&#8217;s Law” requiring all movable soccer goals manufactured and sold in the state of Illinois to be tip-resistant. House Bill 1130, the Moveable Soccer Goal Safety Act, will also require organizations that own moveable soccer goals to create soccer goal safety and education policies.</p>
<p>“Improperly secured soccer goals present a serious threat to our athletes, especially children,” Governor Quinn said. “Illinois is leading the nation in recognizing and preventing these types of safety concerns. I&#8217;m proud to sign &#8220;Zach&#8217;s Law&#8221; today, and help improve soccer safety in Illinois.”</p>
<p>On October 1, 2003, six-year-old Zachary Tran of Vernon Hills was at soccer practice when an improperly-secured 184-pound metal soccer goal fell, striking his head. He later died of his injuries. Zach&#8217;s death was the 27th death reported in the United States from a falling goal post since 1979.</p>
<p>The legislation requires that soccer goals with inside measurements between 6.5 to 8-feet high and 18 to 24-feet wide must conform to tip-resistant standards set by the American Society for Testing and Materials. Additionally, the Illinois Department of Public Health will post soccer goal safety guidelines from the American Society for Testing and Materials and the Consumer Product Safety Commission on its website by June 2012.</p>
<p>Illinois is the first state to ban the manufacture and sale of soccer goals that do not meet new tip-resistant standards. This is the most recent in a series of public safety laws signed by Governor Quinn. In June, the Governor signed HB 219 requiring all passengers in a vehicle to wear a seatbelt, and last week signed HB 200 to protect Illinois&#8217; student-athletes from concussions and other brain injuries.</p>
<p>Zach&#8217;s parents, Michelle and Jayson Tran, created the Zachary Tran Memorial Fund, as well the &#8216;Anchored for Safety&#8217; initiative to educate parents and organizations on proper anchoring of movable soccer goals.</p>
<p>House Bill 1130, sponsored by Rep. Carol Sente (D-Vernon Hills) and Sen. Terry Link (D-Lake Bluff) goes into effect immediately. The ban on the manufacture or sale of non-tip-resistant movable soccer goals begins Aug. 2, 2012.</p>

<p>The Dodd-Frank Act repealed the private adviser exemption under Section 203(b)(3) of the Advisors Act which most family offices had previously relied upon to avoid registration.  Family offices were hoping to rely upon a new exemption for &#8220;family offices&#8221; under the Dodd-Frank Act, but were waiting on the SEC to provide further guidance as to who would qualify as a &#8220;family office.&#8221;  Last year the SEC issued proposed rules that specifically excluded multi-family offices from the definition of a family office and very narrowly defined the term family office.</p>
<p>In response to commentary provided to the SEC, the final rules broadened the scope of who would qualify as a family office, but continued to exclude multi-family offices from the definition.  Under the final rules, a single non-family investor can trigger a registration requirement under the Advisors Act. &#8220;Although the SEC has done a good job of providing clear guidance as to who qualifies as a family office, the final rules are not favorable to most family office structures,&#8221; said Steven J. Thayer of Handler Thayer, LLP.  Thayer further stated that &#8220;it&#8217;s not uncommon to find families pooling investment funds to make joint investments with other families or individuals.&#8221;  Thayer stated that &#8220;many family offices will now have to look to other exemptions to avoid registration under the Advisors Act.&#8221;  The SEC simultaneously issued final rules for venture capital funds and certain private investment funds.  &#8221;Each of these exemptions are also narrowly crafted and should not be taken for granted.  A detailed analysis of each investment advisory arrangement is now required before you can make a determination of whether or not you need to be registered,&#8221; Thayer said.  </p>
<p>The Final Rule adopted by the SEC defines a family office as a company that: (a) has no clients other than family clients; (b) is wholly owned and exclusively controlled by family members or family entities; and (c) does not hold itself out to be an investment adviser. The term family client includes family members (defined as all lineal descendants, including adopted, step and foster children, of a common ancestor who may be living or deceased, and such lineal descendants&#8217; spouses or spousal equivalents; provided that the common ancestor is no more than 10 generations removed from the youngest generation), key employees and various types of non-profit organizations, trusts and companies that are funded by, created for the exclusive benefit of, or controlled by family members.</p>
<p>The SEC is delaying enforcement of the registration requirements in certain instances until March 30, 2012, for family offices that were previously relying on the private adviser exemption from the Advisers Act.  The SEC also chose not to revoke previous no action letters that provided exemptions to certain family offices on a case-by-case basis.  Any family office that would be a family office but for it having one or more non-profit organizations that have received funding from sources other than family clients may be able to rely upon the family office exemption until December 31, 2013.  In certain instances, when a family office fails to qualify due to the death of a family member or key employee, the family has up to one year to either come into compliance or face registration.  The spirit of the new rules is clearly to require registration in most instances, except for the narrowly crafted exemptions. </p>

	SPRINGFIELD  —  Accusations ranging from pay-to-play to dirty campaigning flew Thursday morning at a state Senate hearing for one of Gov. Pat Quinn&#8217;s picks for the Illinois Human Rights Commission.</p>
<p>
	The normally, and up to that point, mundane hearing into appointments became a shouting match as two Republican senators expressed their opposition to Terry Cosgrove.  Quinn picked Cosgrove to sit on the state&#8217;s Human Right&#8217;s Commission. But he is best known as the head of Personal PAC, a political action arm of a group that&#8217;s pro-choice that also gave Quinn&#8217;s campaign for governor $10,000, according to the Illinois State Board of Elections.</p>

	Suburban State Sen. Dan Duffy, R-Barrington, <a href="http://cdn.statehousemedia.com/illinois/April/04-07-11/040711Duffy1.mp3">did not use his inside voice</a> as he blasted Cosgrove for Personal PAC&#8217;s actions in past elections, including Duffy&#8217;s own race.</p>

<p><strong>CHICAGO</strong> &#8211; March 17, 2011. Governor Pat Quinn today announced several administration appointments. Today’s actions are the next step in a series of appointments Governor Quinn will make throughout the first quarter of 2011 as he continues to fulfill his commitment to creating jobs, recovering our economy and making state government more efficient and accountable to the people of Illinois.</p>
<p>Today, the Governor named Illinois Housing Development Authority (IHDA) Executive Director Gloria L. Materre as the Executive Director of the Illinois Liquor Control Commission (ILCC). She will be responsible for implementing decisions on licensing, disciplinary measures and policy determinations of the seven-member Commission. ILCC also oversees enforcement of laws prohibiting underage alcohol and cigarette sales. Materre replaces Lainie Krozel, who will return to her prior position as Chief of Staff for the Illinois Department of Revenue (IDOR).</p>
<p>“An experienced attorney, Gloria brings the vital skills needed to take on this new role and continue serving the State of Illinois. Her strong working relationship with the public and business community will be a true asset at the ILCC,” said Governor Quinn “I also want to thank Lainie Krozel for her excellent work at the ILCC, and for her continued service at the Department of Revenue.”</p>
<p>Materre has served as the Executive Director of IHDA since September 2009. As the Executive Director, she coordinated the state’s efforts to finance the creation and preservation of affordable housing for low-and moderate-income residents in Illinois. Prior to taking that post, Materre served as deputy chief of staff under Governor Quinn, playing an instrumental role in housing initiatives, legislative matters, economic and business development and community stabilization.</p>
<p>Materre has an extensive legal background in real estate and business transactions, as well as other professional experience. She was principal of Materre and Associates, P.C. for more than 13 years. Materre holds a bachelor’s degree in journalism from the University of Wisconsin-Madison, and a law degree from the University of Illinois College of Law.</p>
<p>Prior to leading ILCC, Krozel also served as Chief of Staff at the Illinois Department of Revenue since 2007, before becoming the Acting and then permanent Executive Director of the ILCC. Throughout her term at ILCC, she also served as the acting Chief of Staff at IDOR.</p>

	SPRINGFIELD – Utility providers in Illinois want to tack an extra $3 to $5 on most customer’s monthly electricity bills. That increase would be used to upgrade the providers&#8217; grids, according to representatives from ComEd and Ameren, the state’s two largest electricity companies.</p>
<p>
	ComEd’s 3.7 million customers would see an extra $3 every month on top of any other normal increases under House Bill 14. The surcharge comes after savings the new grid would generate, according to Anne Pramaggiore, president of ComEd. For Ameren customers, the surcharge would be $5, but that was calculated without taking into account potential savings, according to Craig Nelson, senior vice president of regulatory affairs and financial services for Ameren (<a href="http://cdn.statehousemedia.com/illinois/March/03-08-11/amerenfulltestimony.mp3">CLICK HERE</a> for Ameren&#8217;s full testimony.)</p>
<p>
	In total, both companies would invest more than $3.6 billion over the next 10 years into system upgrades. That would save the consumer money and make delivery of electricity more reliable, the companies said. </p>
<p>
	Attorney General Lisa Madigan’s office is opposed to the legislation, sponsored by state Rep. Kevin McCarthy, D-Orland Park. Her office says a provision in the plan that changes how rate increases are handled takes away power from the Illinois Commerce Commission and would leave customers exposed to annual increases.</p>

	SPRINGFIELD —  Less than a year after getting a $4-million rate hike, <a href="http://www.ameren.com/sites/aiu/Pages/Home.aspx">Ameren Illinois</a> is back asking for more.</p>
<p>
	Downstate Illinois&#8217; largest utility has filed the paperwork with the <a href="http://www.icc.illinois.gov/">Illinois Commerce Commission</a> for more than $100 million in delivery rate increases.  Ameren is asking for  $51 million in what it calls &#8220;cost recovery&#8221; for natural gas delivery service and another $60 million in &#8220;cost recovery&#8221; for its electric delivery service.</p>
<p>
	Ameren officials said in a statement that the rate increases are necessary. Delivery rate charges make up about 30 percent of monthly utility bills.</p>
<p>
	“We are sensitive to the impact that any delivery service rate increase may have on our customers,” said Craig Nelson, senior vice president of Ameren Illinois. “However, we must have the financial ability to provide a safe and reliable energy delivery system that will accommodate future economic growth and development.”</p>
<p>
	The Commerce Commission will begin what can be a long-process of review. Both the ICC and Ameren expect it will be at least 11 months before anything is decided. The utility said it will be at least 2012 before customers would see the new, higher rates.</p>
<p>
	But Ameren customers just saw their power bills go up. The ICC OK&#8217;d a $4-million rate increase for Ameren electric customers last April. The company wanted $160 million, but Illinois regulators said Ameren could not make the case for such a large increase. </p>
<p>
	And consumer watchdogs and lawmaker are not sure the utility will be able to make the case this year, either.</p>
<p>
	State Rep. <a href="http://www.ilga.gov/house/Rep.asp?GA=97&#038;MemberID=1697">John Bradley</a>, D-Marion, said he can&#8217;t support Ameren&#8217;s request. </p>
<p>
	&#8220;This company is doing pretty well,&#8221; said Bradley &#8220;This is not a situation where the money will end up with employees or infrastructure. This looks like it&#8217;s going to go straight to bottom-line profit.&#8221;</p>
<p>
	Bradley was one of the key players in the 2007 settlement between Illinois and its major utilities. He is quick to say that many people, particularly in southern Illinois, still remember the shockingly high electric bills they received after the state&#8217;s electric rate freeze expired.  </p>
<p>
	The <a href="http://www.citizensutilityboard.org/">Citizen&#8217;s Utility Board</a> remembers the hot summer of &#8217;07 as well. And Dave Kolata, who works with the watchdog group, said they also remember Ameren&#8217;s case for a rate hike last time around. He said not much could have changed since then.</p>
<p>

The bottom line is Ameren&#8217;s Illinois profits have doubled over the last year.  This is a corporation that is doing very well overall,</a>&#8221; said Kolata. </p>

	But Ameren is not the only Illinois utility asking for more.  A number of others, including the Chicago-area&#8217;s largest electricity provider Commonwealth Edison Co., have either asked the ICC or the General Assembly for permission to increase rates. Kolata said that&#8217;s not gone unnoticed.</p>
<p>

	If there is something going on, State Sen. <a href="http://www.ilga.gov/senate/Senator.asp?GA=97&#038;MemberID=1689">John O. Jones</a>, R-Mount Vernon, wants to know.</p>

	Jones said that until he hears a good reason from Ameren, he cannot support a rate increase.</p>

<p>CHICAGO, Feb. 15, 2011 /CHICAGOPRESSRELEASE.COM/ &#8212; Peoples Gas today asked for a $120 million per year rate hike—its third request for an increase since 2007. It was only 13 months ago that the company was granted an increase of about $70 million. Now, as its customers struggle to pay higher heating bills, Peoples Gas is back asking for more, despite receiving about $140 million in rate hikes the last few years. </p>
<p>This proposed increase appears to be twice as punishing on consumers as the company&#8217;s last increase, slamming them with $108 a year in extra costs. North Shore Gas, which is asking for a $9 million increase, would hit its customers with $36 a year in extra costs. </p>
<p>CUB will analyze every detail of Peoples&#8217; rate-hike request and we will fight every unjustified penny. </p>
<p>The Illinois Commerce Commission (ICC) will rule on the Peoples/North Shore request after an 11-month case. </p>
<p>These &#8220;delivery&#8221; rate hikes would increase what the companies charge to deliver gas to homes. Those charges take up about a third of a gas bill. The other two-thirds, roughly, is taken up by the price of the actual gas. </p>

<p><strong>CHICAGO</strong> – February 14, 2011. Governor Pat Quinn today kicked off the week of the fiscal year 2012 budget address by signing Senate Bill 3778, which will save taxpayers millions annually by retooling the Seniors Ride Free program.</p>
<p>“This reform sets the standard we must meet for state programs by reducing costs while also ensuring transportation services for our most dependent seniors,” Governor Quinn said. “To start off a week that will highlight important budget reforms, we’re taking important steps to ensure our state transit programs are fiscally responsible but also accessible to the riders who depend on them.”</p>
<p>Senate Bill 3778, sponsored by Sen. Donne Trotter (D-Chicago) and Rep. Barbara Flynn Currie (D-Chicago), scales back the Seniors Ride Free program by providing a 50 percent discount on state transit to all senior citizens. Previously, all seniors received a free fare. The new law is estimated to save more than $30 million, and almost 60 percent of the seniors currently riding for free will still be eligible to ride without charge.</p>
<p>Free rides will be available to seniors who meet specific financial requirements. A one-person household with an annual income of $27,610 or less will still be eligible for the free fare, as will a two-person household earning less than $36,635 and households of three or more earning $45,657 or less.</p>
<p>Governor Quinn also signed Senate Bill 3965 today, which brings oversight of the regional transit boards under the jurisdiction of the Executive Inspector General and Executive Ethics Commission. The bill, sponsored by Sen. Susan Garrett (D-Lake Forest) and Rep. Jack Franks (D-Marengo), requires each regional inspector general to submit a monthly report to the Executive Inspector General which will outline, among other things, the agency’s reported complaints, as well as investigation status and outcomes. The Executive Inspector General will work to detect and prevent fraud and mismanagement at all levels of the transit agencies.</p>
<p>Senate Bill 3778 goes into effect immediately. Senate Bill 3965 has an effective date of July 1.</p>

<p><i>Orthopaedic surgeons offer snow removal safety tips</i></p>
<p>ROSEMONT, Ill., Dec. 29, 2010<b> /</b>CHICAGOPRESSRELEASE.COM/ &#8211;<b> </b>Snow shoveling tends to be an unpleasant task—this mundane seasonal chore combines heavy lifting and cold weather, resulting in possible injuries to the back, shoulder muscles if shovelers do not take the proper precautions. The <a target="_blank" href="http://www.aaos.org/">American Academy of Orthopaedic Surgeons</a> (AAOS) has recommendations to help you stay safe while clearing snow so you can still have some winter fun.</p>
<p>According to the U.S. Consumer Products Safety Commission:</p>
<ul type="disc">
<li>In 2008, more than 70,000 people were treated in hospital emergency rooms, doctors&#8217; offices, clinics and other medical settings for injuries sustained while shoveling or otherwise removing ice and snow manually. </li>
<li>In that same year, nearly 15,000 people were injured when operating snowblowers.
<ul type="circle">
<li>Types of injuries can include <a target="_blank" href="http://orthoinfo.aaos.org/topic.cfm?topic=A00111">sprains and strains</a>, particularly in the back and shoulders, as well as lacerations and finger amputations.</li>
</ul>
</li>
</ul>
<p>&#8220;Shoveling snow involves a lot of bending and heavy lifting, particularly in wet, heavy snow,&#8221; says Michael F. Schafer, MD, orthopaedic surgeon and spokesperson for the AAOS. &#8220;It may be especially vigorous for people who do not regularly <a target="_blank" href="http://orthoinfo.aaos.org/topic.cfm?topic=A00418">exercise</a>, as their backs, shoulder and arm muscles may not be prepared for that level of activity.&#8221;</p>
<p>The Academy offers the following tips to prevent injuries while shoveling and using a snowblower:</p>
<ul type="disc">
<li><b>Check with your doctor.</b> Because this activity places high stress on the heart, speak with your physician first. If you have a medical condition or do not exercise regularly, consider hiring someone to remove the snow. </li>
<li><b>Dress appropriately.</b> Light, layered, water-repellent clothing provides both ventilation and insulation. It is also important to wear the appropriate head coverings, as well as mittens or gloves and thick, warm socks. Take a break if you feel yourself getting too hot or too cold.</li>
<li><b>See what you are shoveling/snow blowing.</b> Make sure that your hat or scarf does not block your vision. Watch for ice patches and uneven surfaces. Avoid falls by wearing shoes or boots that have slip-resistant soles. </li>
<li><b>Clear snow early and often.</b> Begin when a light covering of snow is on the ground to avoid trying to clear packed, heavy snow. </li>
</ul>
<p><u><b>Shoveling:</b></u></p>
<ul type="disc">
<li><b>Warm up your muscles.</b> Shoveling can be a vigorous activity. Before you begin, warm up your muscles for 10 minutes with light exercise. Be sure to include your leg muscles—heart attacks and similar injuries are sometimes the result of working the smaller muscles of your arms and back while not using the large muscle groups of the legs.</li>
<li><b>Pace yourself.</b> Take frequent breaks and replenish fluids to prevent dehydration. If you experience chest pain, shortness of breath or other signs of a heart attack, seek emergency care, such as by calling 9-1-1. </li>
<li><b>Use a shovel that is comfortable for your height and strength.</b> Do not use a shovel that is too heavy or too long for you. Consider buying a shovel that is specially designed to prevent too much stooping. Space your hands on the tool grip to increase your leverage.</li>
<li><b>Push the snow instead of lifting it,</b> as much as you can. If you must lift, take small amounts of snow, and lift it with your legs: Squat with your legs apart, knees bent and back straight. Lift by straightening your legs, without bending at the waist. Then walk to where you want to dump the snow; holding a shovelful of snow with your arms outstretched puts too much weight on your spine. </li>
<li><b>Do not throw the snow over your shoulder or to the side.</b> This requires a twisting motion that stresses your back. </li>
</ul>
<p><u><b>Snowblowing:</b></u></p>
<ul type="disc">
<li><b><i>Never</i></b><b> stick your hands or feet in the snow blower!</b> If snow becomes too impacted, stop the engine and wait at least five seconds. Use a solid object to clear wet snow or debris from the chute. Beware of the recoil of the motor and blades after the machine has been turned off. </li>
<li><b>Do not leave the snow blower unattended when it is running.</b> Shut off the engine if you must walk away from the machine. </li>
<li><b>Watch the snow blower cord.</b> If you are operating an electric snow blower, be aware of where the power cord is at all times, so you do not trip and fall. </li>
<li><b>Add fuel before starting the snow blower.</b> Never add fuel when the engine is running or hot. Do not operate the machine in an enclosed area. </li>
<li><b>Read the instruction manual.</b> Prior to using a snow blower, read the instruction manual for specific safety hazards, unfamiliar features, and whenever attempting to repair or maintain the snow blower.</li>

<p>CHICAGO, Dec. 23, 2010<i> </i>/CHICAGOPRESSRELEASE.COM/ &#8212; United Continental Holdings, Inc. (NYSE:   <a href="http://studio-5.financialcontent.com/prnews?Page=Quote&#038;Ticker=UAL" target="_blank" title="UAL"> UAL</a>) today announced that it is notifying holders of the $149,646,114 outstanding principal amount of its 5% Senior Convertible Notes due 2021 (the &#8220;Notes&#8221;) that they have an option, pursuant to the terms of the Notes, to require United Continental Holdings, Inc. to purchase, on Feb. 1, 2011, all or a portion of such holders&#8217; Notes (the &#8220;Put Option&#8221;) at a price equal to $1,000 per $1,000 principal amount of the Notes, plus any accrued and unpaid interest to, but not including, Feb. 1, 2011. Under the terms of the Notes, United Continental Holdings, Inc. has the option to pay the purchase price for the Notes with cash, stock, or a combination of cash and stock, and has elected to pay for the Notes solely with cash.</p>
<p>As required by rules of the Securities and Exchange Commission, United Continental Holdings, Inc. will file a Tender Offer Statement on Schedule TO later today. In addition, United Continental Holdings, Inc.&#8217;s company notice to holders (a copy of which will be attached as an exhibit to such Schedule TO) with respect to the Put Option specifying the terms, conditions and procedures for exercising the Put Option will be available through The Depository Trust Company and the paying agent, which is The Bank of New York Mellon Trust Company, N.A. None of United Continental Holdings, Inc., its board of directors, or its employees has made or is making any representation or recommendation to any holder as to whether to exercise or refrain from exercising the Put Option.</p>
<p>Noteholders&#8217; opportunity to exercise the Put Option will commence on Dec. 30, 2010, and will terminate at 5:00 p.m. EST, on Jan. 31, 2011. Holders may withdraw any previously delivered purchase notice pursuant to the terms of the Put Option at any time prior to 5:00 p.m. EST, on Jan. 31, 2011.</p>
