<p>More than half of employers (53 percent) reported they will pay $10 or more per hour to seasonal staff, up from 48 percent last year.  Fourteen percent will pay $16 or more, up from 9 percent last year.  </p>
<p><b>It&#8217;s not too late to get a seasonal gig</b></p>
<p>While holiday jobs fill up quickly, 33 percent of employers who are hiring seasonal staff reported they are still recruiting for open positions in November.  Eleven percent said they may still be recruiting as late as December.</p>
<p><b>How can workers turn a seasonal gig into a full-time, permanent position</b>?  </p>
<p>Thirty percent of employers who are hiring seasonal help plan to transition some employees into full-time, permanent staff.  To stand out as a candidate for a long-term opportunity, hiring managers recommended the following:</p>
<ul type="disc">
<li>Provide above and beyond customer service.  Offer help instead of waiting to be asked for it. – 66 percent
</li>
<li>Let the employer know up front that you&#8217;re interested in permanent employment – 49 percent
</li>
<li>Proactively ask for more projects – 45 percent
</li>
<li>Ask thoughtful questions about the organization – 39 percent
</li>
<li>Present ideas on how to do something better or try something new – 34 percent</li>
</ul>
<p><b>What are the biggest turnoffs for employers when interviewing for seasonal jobs?  </b>A lack of flexibility or expressed interest top the list, according to employers surveyed.</p>
<ul type="disc">
<li>Someone who is unwilling to work certain hours – 70 percent
</li>
<li>Someone who isn&#8217;t enthusiastic – 63 percent
</li>
<li>Someone who is more interested in the discount than anything else – 40 percent
</li>
<li>Someone who knows nothing about company/products – 36 percent
</li>
<li>Someone who shows up wearing clothes or merchandise from a competitor&#8217;s store – 22 percent</li>

<p>This survey was conducted online within the U.S. by Harris Interactive© on behalf of CareerBuilder among 2,696 hiring managers and human resource professionals (employed full-time, not self-employed, non-government) between August 16 and September 8, 2011 (percentages for some questions are based on a subset, based on their responses to certain questions). With a pure probability sample of 2,696, one could say with a 95 percent probability that the overall results have a sampling error of +/- 1.89 percentage points.  Sampling error for data from sub-samples is higher and varies.</p>

<p>But for anyone who is mourning the loss of a loved one – whether recent or long ago – these seasonal mainstays can trigger thoughts of sadness and a desire for withdrawal from holiday-themed activities and reminders.</p>
<p>As a result, many people look at this time of year as something to endure when in reality it can be a time for evolution into a new chapter of life.</p>

<p>Dr. Hoy offers the following suggestions to actually grow through the holidays rather than merely survive them:</p>

<li><em>Admit the pain of grieving</em> – Allow yourself space and to cry when you need to. Coming to the realization that your holidays cannot be the same as before is painful but should be experienced.</li>
<li><em>Do only as much celebrating as you feel like doing</em> – Don’t be tempted to participate in any and every activity that comes your way. Instead remember that grief is very tiring and, combined with normal holiday stress, can leave you exhausted. Give yourself permission to say no.</li>
<li><em>Evaluate your traditions and create at least one new one </em>– You may not be able to keep all of your traditions as they were before your loss, so decide which family traditions you want to preserve, but take the time to insert something new. Perhaps lighting a special candle or purchasing a unique holiday decoration in memory of your loved one will comfort you.</li>
<li><em>Consider doing something for others </em>– Nothing feels as good as helping others in need. Whether giving gifts to a deserving family or volunteering time to a local charity, your spirits will be lifted when you start a new tradition of serving others during the holidays.</li>
<li><em>Take care of yourself </em>– This includes adequate rest, nutrition and moderate exercise based on your abilities and with permission from your physician. Also monitor your consumption of substances that hinder the body’s ability to deal with stress, including caffeine, alcohol and processed foods.</li>
<li><em>Consider the spiritual dimension of your life </em>– Many people are drawn to explore their spiritual well-being and beliefs during the holidays, especially after the loss of a loved one. Worshiping with a community of like-minded believers or talking to your family or clergy about your thoughts can help with healing and growth.</li>
<li><em>Embrace your memories of past holidays</em> – While this time of year may never be the same, it’s good to hold on to happy memories from previous years. Consider gathering your recollections into a book or journal or simply take time to reminisce over photos or other belongings. Although it may be painful at first, embracing these memories or sharing them with others can be transformative in the healing process.</li>

<p>Patricia Loder, a twice-bereaved parent and executive director of The Compassionate Friends, a national self-help bereavement organization for families going through the natural grieving process after the death of a child, says there are many ways others can help the grieving family to remember that child during the holidays.</p>
<ol type="1">
<li>Write down memories &#8212; especially funny stories &#8212; of the child to give the family. Try to get others who knew the child to write a story and then make a scrapbook for the family that can be added to in the future.</li>
<li>Encourage the family to talk about the child, while understanding that some tears may fall &#8212; a tribute to the child who died.</li>
<li>Share photos or videos of the child with the family that they may not have seen before.</li>
<li>&#8220;Adopt a child&#8221; for the holidays by giving gifts in remembrance of the child who died. Notify the family.</li>
<li>If you send a card, make certain to mention that you&#8217;re thinking of the child (by name), even if it&#8217;s been many years since the child died.</li>
<li>Give the family an ornament that in some way will remind the family of the child.</li>
<li>Give the family time and space so they can handle the holidays in a manner that works for them. Be understanding.</li>
<li>Invite the family to participate in The Compassionate Friends Worldwide Candle Lighting the second Sunday in December, whether by attending a service or lighting a candle for an hour at home.</li>
<li>Make a donation to a favorite charity in honor of the child.</li>
</ol>

It&#8217;s been a winter wonderland in most stores for weeks and prospective shoppers are being bombarded with special deals and offers earlier and more frequently than in past seasons. Retailers are trying to get more consumers in the stores than last year, so deals aren&#8217;t just happening on one day.</p>
<p>With the increased competition for still limited dollars, the Illinois CPA Society says being aware of the tactics used to lure shoppers will help you spend your time and money wisely. Use this broader shopping season to your advantage – have a strategy, compare prices and stick to a budget. Here&#8217;s what you&#8217;ll need to watch out for: </p>
<ul type="disc">
<li><b>Black Friday &#8220;Month.&#8221;</b> No longer is there one day designated for kicking off the holiday season. Some stores have already started touting &#8220;Black Friday&#8221; sales; others will be open on Thanksgiving Day</span> to offer Black Thursday night deals. Shopping can be fun and entertaining, but don&#8217;t take every opportunity to shop and don&#8217;t make impulse purchases (especially for yourself).</li>
<li><b>Return Policies.</b> If you&#8217;re shopping early, make sure to read the fine print. Many stores have strict new return policies, especially during the holiday season. If a store won&#8217;t allow anything to be returned after 30 days, you may want to hold off on purchasing until closer to the date you plan to give it to the recipient. Get gift receipts and keep in mind personal information may be requested on returns. Stores are being more restrictive on return policies and keeping close tabs on return records to prevent fraud. </li>
<li><b>Store Credit Cards.</b>  If you already have a card from your favorite retailer, see if there are special discounts on Black Friday and the surrounding days. If you&#8217;re making a large purchase, it may be worth it to open a card for the day, get the discount and immediately pay off the balance. Think twice about opening any new accounts if you can&#8217;t pay off the balance; they often come with steep interest rates and your holiday savings will be eaten away in finance charges. </li>
<li><b>Rebates.</b>  Essentially, rebates are big coupons. Spend the money now, but get it back later. The key is to be diligent about sending them in. Make sure you have receipts and any other proofs of purchase needed to process the rebate. Keep copies of these items since rebate submissions can be lost. Note the date you mail the rebate and read the fine print, especially about the dates for submitting the rebate and the time frame you have to purchase the rebate item. Although you&#8217;re not necessarily saving money immediately upon purchase, think of a rebate as a gift to yourself come January – when the credit card bill is actually due.  </li>
<li><b>Cyber Monday/Online Shopping. </b>Retailers are making greater use of email, mobile phone apps and texts. They want shopping to be as easy and convenient as possible so you spend as much as possible. Don&#8217;t get carried away and think before you click. Use those special offers you get through email alerts, but be choosy in giving out contact information so you&#8217;re not inundated with too many messages. Make sure personal information, like a credit card number, is provided only on secure sites. </li>
<li><b>Bank Credit Cards.</b> Choosing your card wisely could net savings and rewards; using too many cards can leave you in deeper credit card debt.  See which cards have the best cash back or bonus point offers, which stores and purchases they apply to, and if there are any limits or restrictions. </li>
<li><b>Gift Cards</b>. There&#8217;s good news and bad news with gift cards. Thanks to new government rules, gift cards must remain valid for at least five years from the purchase date. No fees can be charged for cards that haven&#8217;t been used in the past 12 months. However, cards won&#8217;t need to show the expiration date and fee policy information until the end of January. You may also be out of luck if the card&#8217;s lost or stolen; some cards may also still have inactivity fees. And always watch out for the activation fee on some cards – they effectively lessen the total card value. </li>
</ul>
<p>According to the Illinois CPA Society, the bottom line is making sure you have a game plan. Ask yourself how you&#8217;re going to pay for all of this and what amount you&#8217;re budgeting for the holidays. And do you have a list? Sticking to a list will help keep your spending on budget. If you can, try to make all of your purchases using cash or layaway to keep your post-holiday bills low. Be a smart shopper. It&#8217;s not necessarily a deal just because the store says so, and it&#8217;s not a deal if you don&#8217;t need it or it&#8217;s more than you want to spend.  </p>

<p>CHICAGO</span>, Nov. 5, 2010</span> /CHICAGOPRESSRELEASE.COM/ &#8212; Many see the holidays as a time to celebrate, but when does the celebrating go too far? One in three high school teens say they are allowed to drink at home for special events like holidays, according to a recent study from Students Against Destructive Decisions and Liberty Mutual Group. Among college students, studies show the numbers rise to 80 percent consuming alcohol.</p>
<p>But Kimberly Dennis</span>, M.D. and medical director at Timberline Knolls Residential Treatment Center, one of the leading <a target="_blank" href="http://www.timberlineknolls.com/">residential treatment centers</a> for <a target="_blank" href="http://www.timberlineknolls.com/alcohol-addiction">alcoholism</a>, <a target="_blank" href="http://www.timberlineknolls.com/drug-addiction">drug abuse</a> and eating disorders, says in her treatment of people with addictions, she has found evidence that innocent exposure to alcohol with the family and during the holidays can too often mark the beginning of a problem.</p>
<p>&#8220;Drinking during the holidays and for special occasions is commonly dismissed as traditional, and therefore &#8216;okay,&#8217;&#8221; said Dr. Dennis. &#8220;But parents don&#8217;t realize that when children begin drinking at a young age, they are more likely to develop <a target="_blank" href="http://www.timberlineknolls.com/alcohol-addiction">substance abuse problems</a> later in life and risk becoming more susceptible to the complicating factors alcohol has for adults, both physically, emotionally and socially.&#8221;</p>
<p>To help parents of teens and young adults facing the &#8220;spirits&#8221; of the holiday season, Dr. Dennis offers the following advice:</p>
<p>Talk with your child about the <a target="_blank" href="http://www.timberlineknolls.com/alcohol-addiction/signs-effects">realities of alcohol and substance use</a> and abuse before it becomes an issue. Be open about your own positions and habits, and be clear with your expectations. The best conversations come from a non-judgmental, non-pressured dialogue, not from cross-examination after the fact.</p>
<p>Advise children about risks they face (for themselves and others) in consuming alcohol — drunk driving, spiked drinks, alcohol poisoning and blackouts. They are often exposed to &#8220;accepted&#8221; drinking at the neighborhood holiday party, and are left unprepared for the realities of consumption in an unsupervised environment. The common reaction is &#8220;it won&#8217;t happen to me,&#8221; but parents need to help their children realize the truth &#8230; it can, and it does.</p>
<p>Watch for signs that your child may be drinking. While denial is one of the first signs of an <a target="_blank" href="http://www.timberlineknolls.com/alcohol-addiction">alcoholic</a>, it is also one of the first reactions a parent will have to a child with a substance abuse problem. Is your child depressed, anxious, stressed, apathetic, or irritable? Be realistic about the cause for their erratic behavior or coming in the door past curfew. Address your concerns honestly and directly with your teen.</p>
<p>Dr. Dennis says it&#8217;s devastating to see the number of families and individuals who suffered for not recognizing and addressing problems with alcohol when they began. Model appropriate alcohol use or abstinence. Children watch their parents, though it may not be obvious. So, be a good role model while verbalizing your concerns. </p>
<p>Experimentation and sampling are normal parts of development, but should not be confused with risk-taking behaviors.</p>

<p><span><span> </span>However, it is important to pay attention to the return policies at the stores where you are making purchases. Doing so will help ensure your thoughtfulness continues even if the original item needs to be returned.</span></p>
<p><span>The Better Business Bureau reminds consumers that too many people assume anything can be returned.<span> </span>This is not always the case.<span> </span></span></p>
<p><span>&#8220;Even though this is one of the busiest shopping periods of the year, consumers should always ask what a store&#8217;s return policy is,&#8221; said Steve J. Bernas, president and CEO of the Better Business Bureau of Chicago and Northern Illinois.<span> </span></span></p>
<p><span><span> </span>&#8220;Asking before you buy is always a good idea to avoid the problems and embarrassment of a nonreturnable gift.&#8221;</span></p>
<p><span>Bernas noted that some stores give refunds; some issue store credits only; some consider all, or some,<br />
sales to be final.<span> </span></span></p>
<p><span>He added that a store is not legally required to accept items for refund, exchange, or credit unless the merchandise is defective or was misrepresented. </span></p>
<p><span>The following are some hints from the Better Business Bureau on how to help make this Christmas merry and worry free.</span></p>
<ul>
<li><span>Ask what specific return policy applies to the item you are purchasing. Do not assume the regular return policy applies to sales or clearance items. Some merchants consider sales items to be final.<span> </span></span></li>
<li><span>Save your receipts.<span> </span>They are usually needed for returns.</span></li>
<li><span>Ask for a gift receipt and enclose it with the present.</span></li>
<li><span>Don&#8217;t remove electronics or similar products from their boxes before wrapping as the original packaging may be required for a return.<span> </span></span></li>
<li><span>If you are shopping online, read the posted return policy before buying. If returns are permitted, be sure to print a copy of what procedures and timeframe need to be followed, along with complete contact information for the business from which you are ordering. </span></li>
<li><span>You don&#8217;t have to brave the crowds the day after Christmas, but don&#8217;t wait too long to return the item. Pick a time when the store is not likely to be crowded and be polite when talking to customer service. If you are a regular customer, or have a store credit account, mention that fact as you discuss your return options. Merchants are usually willing to accommodate loyal customers. </span></li>
<li><span>If you are the gift-recipient, do not assume you have the right to return or exchange an unwanted present. Like the shopper, you are bound by the merchant&#8217;s return policy. </span></li>
<li><span>Health regulations, which can prohibit the return of certain items like hats and intimate apparel.</span></li>

<h3><em>On Friday, Dec. 25 – Christmas Day – CTA will operate on a Sunday/Holiday schedule</em></h3>
<p>CTA service to both major Chicago airports provides holiday travelers with reliable and economical transportation.</p>
<p>As a result of CTA’s aggressive efforts to eliminate slow zones along the O’Hare branch of the Blue Line, air travelers now can reach O’Hare Airport in approximately 40 – 45 minutes from the Clark/Lake station in the Loop.</p>
<p>Elevated rail customers can transfer to the Blue Line for no additional charge at the Clark/Lake station.  Red Line customers can connect to the Blue Line by using the pedestrian transfer tunnel at Jackson.</p>
<p>Also, customers can transfer to the Blue Line from all east-west bus routes between Grand and Foster, and from many north-south bus routes.</p>
<p>Orange Line trains provide direct service to Midway Airport. In the Loop, rail customers can transfer to Orange Line trains at the Clark/Lake station for no charge.</p>
<p>In addition, Red Line customers can transfer to the Orange Line at the Roosevelt station at no extra charge.</p>
<p>To avoid traffic congestion, customers can combine the convenience of driving with the economical savings of public transit by using CTA Park and Ride facilities.</p>
<p>Parking is available for approximately 6,000 cars at CTA’s 17 Park &amp; Ride facilities, mainly at rail terminals, throughout the CTA system.</p>
<p>Park &amp; Ride stations are listed on CTA’s system map and on the CTA’s Web site at <a href="http://www.transitchicago.com" target="_blank">transitchicago.com</a>.</p>
<p>Customers may also obtain information on Park &amp; Ride facilities by calling 836-7000 from any local area code.</p>

			<content:encoded><![CDATA[<h3>Families Could be at Risk for Home Fires and Deaths Due to Hazardous Holiday Decorations</h3>
<p>It&#8217;s the time of year when twinkling lights, gently glowing candles and festive decor adorn homes everywhere.</p>
<p>While most people look forward to these holiday traditions, they may forget that they can pose very real safety dangers to them and their families.</p>
<p>The season of joy is unfortunately also a season for thousands of injuries and home fires caused by holiday decorations.</p>
<p>This holiday season Underwriters Laboratories (UL), one of the world&#8217;s leading product safety certification organizations, is reminding consumers to think about safety to avoid holiday mishaps. If</p>
<p>not done mindfully, cheerful activities could quickly dampen holiday spirits. Products like light strings can become worn after years of use, and they may cause fire or electric shock.</p>
<p>&#8220;Decorating the tree, stringing holiday lights and other holiday traditions are what every family wants to remember,&#8221; said John Drengenberg, director of Consumer Safety at UL.</p>
<p>&#8220;Sadly, all can be a fire hazard or cause an electric shock or injury, so families should take a few minutes to think about the most precious gift of all when celebrating this year: safety.&#8221;</p>
<p><strong><span style="text-decoration: underline;">SAFE DECORATING TIPS</span></strong></p>
<ul>
<li><strong>A fresh tree is very important.</strong> If the needles are not fresh, there is a greater risk of fire. Ask your tree lot attendant to make a fresh cut to the base of the tree and place it in water as soon as you get home. Position the tree in a stand that holds at least one gallon of water and check moisture level daily. Dispose of your tree after approximately four weeks.</li>
<li><strong>Light it right. </strong>Carefully inspect each electrical decoration &#8211; new or old &#8212; before plugging it in&#8230; look for cracked sockets or frayed, exposed wires that could become a shock or fire hazard. Replace damaged items with new decorations.</li>
<li><strong>Holiday lights &#8211; indoor or outdoor?</strong> Look at product packaging to determine where a decoration should be used. Indoor-only decorations should not be used outside because they have not been designed or tested to withstand elements like wind, rain and heat or cold.</li>
<li><strong>Be skeptical about savings.</strong> If the price is too good to be true, it probably is. Be wary of buying decorations in non reputable stores. You want to make sure what you are buying is not counterfeit as counterfeit products have not been tested for safety.</li>
</ul>
<p><span style="text-decoration: underline;"><strong>SAFE FAMILY</strong></span></p>
<ul>
<li><strong>Exercise candle care.</strong> Place candles out of reach of children and away from heavy traffic areas in your home. Never leave a room with candles lit.</li>
<li><strong>Stand by your pan.</strong> Cooking is the leading cause of home fires. Stay in the kitchen when you are cooking, frying or broiling.</li>
<li><strong>Practice makes the holiday perfect</strong>. Use the holiday season as an opportunity to practice a fire escape plan with your children. Every family member should know at least two ways to get out of each room in the home.</li>
<li><strong>Gift donations. </strong>If you plan to give to those in need, think safety. Consider donating toys your children no longer play with &#8211; but are in good condition for second-hand use. Before donating toys with electrical components, make sure they do not have frayed or bare wires/cords as they can potentially cause fire or shock hazards.</li>
</ul>

<p>The holiday season finds many people hitting malls, shopping centers and even their home computers to purchase gifts for friends and family &#8211; but buyer beware, identity thieves are also hitting the streets and cyberspace to find their next victim.</p>
<p>AARP urges consumers to follow a few simple tips to make sure they do not become a victim of identity theft during the holiday shopping season.</p>
<p>&#8220;Identity theft is one of the fastest growing crimes in the country &#8211; and the holiday shopping season is prime time for identity thieves to strike,&#8221; said Bob Gallo, AARP Illinois Senior State Director.</p>
<p>&#8220;Consumers need to take precautions to protect themselves and simple steps can go a long way in making sure that they aren&#8217;t the next victim.&#8221;</p>
<p>According to a Federal Trade Commission survey, about 8.3 million Americans discovered their identities had been stolen in 2005.</p>
<p>In Illinois, over 11,000 people fell victims to ID theft.</p>
<p><strong>AARP provides the following tips to help consumers protect their credit:</strong></p>
<ul>
<li>Carefully dispose of papers with personal information. Tear up or shred receipts, bank statements, expired credit cards and credit offers.</li>
<li>Don&#8217;t give out your Social Security number unless absolutely necessary.</li>
<li>Don&#8217;t routinely carry your Social Security number, birth certificate, passport, or multiple credit cards with you.</li>
<li>Be conscious of others around you when you enter your PIN number at ATMs. Don&#8217;t throw your ATM receipt in the wastebasket.</li>
<li>Order personal checks that don&#8217;t include your driver&#8217;s license number.</li>
<li>Don&#8217;t give out your credit card or bank account number over the phone, through the mail or over the Internet until you can confirm that you&#8217;re dealing with a legitimate business.</li>
<li>Store financial information in a safe place at home.</li>
<li>Place a security freeze on your credit report to minimize chances an identity thief can establish credit using your name. People age 65 and over can now place a freeze on their credit reports for free.  For individuals under the age of 65, there is a $10 charge for placing the freeze. To place a freeze, contact each of the three major credit reporting bureaus separately (Experian, TransUnion, and Equifax).</li>
</ul>

<p><strong><span>Twenty-nine percent of online U.S. consumers victimized by deceptive marketing </span></strong><strong> </strong></p>
<p><span>Today Visa Inc. (NYSE: V) joined the Federal Trade Commission and the Better Business Bureau in a press conference to alert consumers to online deceptive marketing practices associated with free trials with a negative option feature. </span></p>
<p><span>According to a Visa survey, 29 percent of American consumers have fallen victim to deceptive marketing when unscrupulous e-commerce merchants require them to cancel or opt-out of a recurring charge for future products or services.<a name="_ftnref1"></a></span></p>
<p>With free trials with a negative option feature, a company takes a consumer’s failure to cancel as permission to begin charging.</p>
<p>While many merchants use this billing process appropriately, others pre-check consent boxes, bury the details of the offers in the terms and conditions and make cancellations or returns difficult, catching consumers in a cycle of recurring charges for products and services they do not want.</p>
<p><span>“Most e-commerce merchants care about their customers and conduct business fairly, but even a few bad actors can cause consumer distrust,” said William M. Sheedy, Group President, The Americas, Visa Inc. </span></p>
<p><span>“We want to let consumers know more about the protections they have against these types of practices and how to pursue a reversal of charges if they’ve been charged improperly.”</span></p>
<p>Visa monitors its payment network to identify merchants with excessive levels of cardholder disputes which may indicate the use of deceptive marketing practices. In fact, merchants who use deceptive marketing practices have up to 20 times as many consumer disputes as the average e-commerce merchant.</p>
<p>Visa requires the merchant and its bank to take corrective action to reduce excessive consumer disputes, or risk termination of Visa acceptance privileges.</p>
<p>According the Better Business Bureau, consumers should research the business before they buy.</p>
<p>“<span>It has been our direct experience in dealing with consumers that if online trail offers sound to good to be true, they probably are not true. </span></p>
<p><span>We receive complaints from consumers who could have saved money and certainly agrravation by checking out these offers with the Better Business Bureau prior to giving anyone their financial information,” said Steve J. Bernas, president &amp; CEO of the Better Business Burea Serving Chicago and Northern Illinois.</span></p>
<p><strong>Visa, the FTC and BBB offers tips to online shoppers on how to spot deceptive free trial offers and deceptive negative option features, and how to deal with unauthorized charges:</strong></p>
<ul>
<li><em>Take time to read and understand all terms and conditions, </em>so a free trial doesn’t turn into a costly purchase you didn’t intend to make.</li>
<li><em>Pay particular attention to any pre-checked boxes <span style="text-decoration: underline;">before</span> you submit your payment card information for an order</em>. Failing to un-check the boxes may bind you to terms and conditions you’re not interested in.</li>
<li>R<em>eview card statements when you get them for any unauthorized charges, </em>and notify the card issuer promptly of any unusual activity or unauthorized charges.</li>
<li><em>Try to resolve the situation with the merchant.</em> If you’re unsuccessful, contact the card issuer immediately to dispute the charge.</li>
</ul>
<p>David Vladeck, Director of the Bureau of Consumer Protection said, &#8220;Online shoppers: If you see charges on your statement or debits that you didn&#8217;t authorize, fight it. Start by contacting the merchant.</p>
<p>If you are unable to contact the merchant or they can&#8217;t or won&#8217;t help, call your card issuer and then file a complaint with the FTC. You can do that online at ftc.gov or by phone at 1-877-FTC-HELP.&#8221;</p>
<p><span>The FTC has outlined five principles regarding the appropriate use of negative options, which call for:</span></p>
<ul>
<li><span>Disclosing material terms in an understandable manner, without making them unnecessarily long or inconsistent;</span></li>
<li>Making the disclosures clear and conspicuous by placing them where consumers are likely to look on Web pages, by labeling disclosures (and links to them) to indicate their importance and relevance, and by using easy-to-read fonts and colors;</li>
<li>Disclosing the offer’s material terms before the consumer incurs a financial obligation;</li>
<li>Getting consumers’ affirmative consent to the offer by, for example, having them click “I Agree” And without relying on pre-checked boxes;</li>
<li>Not impeding the effective operation of promised cancellation procedures and honoring cancellation requests that comply with such procedures.</li>
</ul>
<p><span>Consumers who think they’ve been victims of deceptive marketing and who haven’t been able to resolve the issue directly with the merchant should call their card issuer to dispute the charge. </span></p>
<p><span>They also may report their experiences to the FTC at <a href="http://www.ftc.gov/complaint"><span>ftc.gov/complaint</span></a> or their local BBB at <a href="http://www.bbb.org/"><span>bbb.org</span></a>.</span><span> </span></p>

			<content:encoded><![CDATA[<h3>ComEd to contribute $2 for every $1 donated by customers this month</h3>
<p>With unemployment rates in Illinois at record levels, ComEd today announced it still has more than $1 million in assistance available this year for eligible customers who are having trouble managing their electricity bills.</p>
<p>Company officials said it is not too late to apply for the remaining assistance grants available through ComEd&#8217;s 2009 CARE program.</p>
<p>&#8220;We recognize that customers may not realize there is help available,&#8221; said ComEd President and Chief Operating Officer Anne Pramaggiore.</p>
<p>&#8220;Some of our customers may be experiencing difficulties managing their electricity bills for the first time and we want to do everything we can to help those families most in need, particularly during the holidays,&#8221; she added.</p>
<p>So far this year, ComEd customers have accessed almost $14 million in assistance dollars.</p>
<p>To boost the amount of CARE dollars available in 2010, ComEd will match $2 for every $1 contributed by customers up to the first $100,000 through its CARE Power-Up contribution program during December.</p>
<p>ComEd has a number programs tailored to help customers regain their footing and get back on track with their bill payments.</p>
<p><strong>The programs available are: </strong></p>
<p><em><strong>Residential Special Hardship Program</strong></em></p>
<p>This program provides a one-time grant of up to $1,000 for residential customers with household incomes at or below 400 percent of the poverty level ($84,800 for a family of four) that identify a hardship.</p>
<p>This can include medical hardship, military hardship, senior hardship, disability hardship, loss of employment, family crisis, property damage or victim of criminal activity.</p>
<p>Applications are processed by Illinois<strong> </strong>Association of Community Action member agencies (IACAA) Low Income Home Energy Assistance Program (LIHEAP offices).</p>
<p><em><strong>ComEd Helps Activated Military Personnel (CHAMP)</strong></em></p>
<p>CHAMP assists activated members of the military, including National Guard and Reserves, who have been called to active duty.</p>
<p>Eligible participants qualify for a one-time stipend of up to $300, deferred billing arrangements, extended due dates, cancellation of late charges, deposit reduction or waiver and budget payment plan options.</p>
<p><em><strong>Fresh Start</strong></em></p>
<p>This payment plan provides monthly credits to any active LIHEAP-approved electric space-heating account.</p>
<p>Additionally, LIHEAP approved space-heating customers may qualify to participate in the Fresh Start Arrearage Reduction Program.</p>
<p>This provides monthly credits of up to $150 a month. Customer arrearages are credited after six months of on-time payments.</p>
<p><em><strong>ComEd CARE Power-Up Contribution Program </strong></em></p>
<p>By making a voluntary contribution to the ComEd CARE Matching Program, customers can help those who are most in need pay their energy bills.</p>
<p>During December, ComEd CARE will donate $2 for every $1 donated to the program, up to the first $100,000 of contributions received.</p>
<p>To make a contribution, customers should check the box located on the back of their ComEd bills to include a donation along with their regular payments.</p>
<p>ComEd wants to do everything possible to help customers maintain their electricity service.</p>
<p>Customers who are having problems paying their electricity bills are encouraged to visit ComEd.com for information, and call 1-888-806-CARE (2273) to speak to a customer service representative who can provide assistance and payment options.</p>
