<p>NEWARK—Two Taiwanese nationals are charged for allegedly seeking to export sensitive U.S. military technology to China after federal agents investigating counterfeit goods smuggling uncovered plots to smuggle drugs into and sensitive defense articles out of the United States, Paul J. Fishman, U.S. Attorney for the District of New Jersey; and Michael B. Ward, Special Agent in Charge for the FBI Newark Division, announced today.</p>
<p>Hui Sheng Shen, aka “Charlie,” 45; and Huan Ling Chang, aka “Alice,” 41, were previously charged in connection with an alleged scheme to import 50 kilograms of crystal methamphetamine, or “meth,” from Taiwan into the United States. Those charges arose as a result of parallel international investigations that also disrupted conspiracies to import hundreds of millions of dollars in counterfeit goods from China.</p>
<p>Federal agents arrested Shen and Chang on February 25, 2012 in New York. The pair was charged in a criminal complaint unsealed March 2, 2012, with one count of conspiracy to import and one count of importation of meth. The amended complaint unsealed today also charges Shen and Chang with conspiracy to violate the Arms Export Control Act.</p>
<p>According to the amended complaint, approximately one kilogram of nearly pure crystal meth was purchased from Shen and Chang as part of an undercover law enforcement operation, which stopped the importation of dozens of additional kilograms of the drug. Based on relationships undercover law enforcement agents built with Shen and Chang, the two defendants allegedly provided a list of sensitive defense articles they sought to buy and planned to return to connections in China. The articles included unmanned aerial vehicles (commonly known as drones), E-2C Hawkeye surveillance airplanes, and stealth technology relating to F-22 fighter planes.</p>
<p>Shen and Chang are scheduled to appear before U.S. Magistrate Judge Cathy L. Waldor this afternoon in Newark federal court.</p>
<p>“Initial investigations into counterfeit goods importation led federal law enforcement to a meth trafficking operation and an alleged plot to export some of America’s most sensitive weapons and related technology to China,” said U.S. Attorney Fishman. “The charges against Shen and Chang illustrate starkly why we do this work, and what is at stake when the security of our ports is breached for any reason. National security isn’t an a la carte enterprise. The same conduits that bring knockoff sneakers flood our communities with illegal drugs and establish dangerous criminal relationships.”</p>
<p>According to documents filed in this and related cases and the amended criminal complaint unsealed today:</p>
<p>Soon Ah Kow, 72, of Hong Kong, was charged by indictment with drug importation, smuggling, and counterfeit goods trafficking offenses by a Newark federal grand jury on January 6, 2012 and arrested on February 25, 2012 in Manila, the Philippines. Ah Kow was in the business of brokering international transactions of illegal goods. Operating out of Southeast Asia, he met with and introduced his co-conspirators to undercover federal agents (FBI UCs) for the purpose of importing counterfeit goods and narcotics from Asia to the United States.</p>
<p>In late 2010, Ah Kow began discussions with FBI UCs about narcotics importation, meeting in February 2011 with FBI UCs in Manila where he introduced them to his associates, Shen and Chang. In Manila, Ah Kow told the FBI UCs that Shen and Chang represented the interests of Ah Kow’s associates, wealthy narcotics dealers who had been trafficking drugs for more than 25 years. Ah Kow and Shen arranged for the delivery of a sample of crystal meth to the FBI UCs’ hotel lobby, which arrived within hours of a call Ah Kow placed to an associate.</p>
<p>Following negotiations over recorded telephone calls and intercepted e-mails, the FBI UCs arranged payment to cover the price of one kilogram of crystal meth, shipping costs, and a broker’s fee for Ah Kow. In July 2011, the FBI UCs received a bill of lading for the container that included the meth, which arrived at the port on August 9, 2011. The drugs were discovered secreted within the container in the exact location described by Shen and Chang.</p>
<p>During negotiations for the one kilogram meth deal, Shen and Chang made clear they usually did larger transactions, but agreed to do a smaller transaction to establish trust among the parties. They discussed shipping more than 50 kilograms of meth to the United States.</p>
<p>In September 2011, Shen and Chang asked whether the FBI UCs could obtain and pass along highly sensitive military technology, specifically, a Hawkeye reconnaissance aircraft, which the defendants instructed should be referred to as the “big toy.”</p>
<p>During other recorded conversations, the defendants indicated their clients were interested in a range of American military technology. Shen, Chang, and an FBI UC met in October 2011 in Las Vegas, where they discussed narcotics and the export of the technology. Chang provided the FBI UC with a list of specific military technology items they sought.</p>
<p>At a Las Vegas meeting, FBI UCs asked what purposes Shen and Chang had for any military technology they were seeking to obtain. When an FBI UC stated, “I would prefer not to make money on something that would hurt the United States,” Shen replied, “I think that all items would hurt America.”</p>
<p>During a series of recorded phone conversations and in-person meetings, the defendants told FBI UCs that their associates were connected to the Chinese government, worked for a Chinese intelligence company like the CIA, and would be using government money to make the purchases.</p>
<p>Describing their associates in one call, Chang said, “Their status is a bit special, so in order to travel to U.K. or United States, all developed countries, for them it’s hard for them to&#8230;” Shen interrupted, “They are spies. They, they, they are very hard to get a visa. They cannot go to U.S. or U.K.”</p>
<p>Shen and Chang returned to the United States in February 2012 to finalize negotiations for a series of larger drug transactions and to look at and photograph certain military technology that the FBI UCs said they had acquired. Shen and Chang met with FBI UCs in New York to see a small drone, used by the U.S. military, as well as manuals associated with other drones. Shen and Chang had purchased cameras for the explicit purpose of taking photographs of the defense technology. The pair planned to avoid law enforcement detection by taking photographs, deleting those photographs, and bringing the memory cards back to China, where a contact had the ability to recover deleted items. The defendants took the photos, but FBI agents were there to arrest them before the photos could be deleted.</p>
<p>The conspiracy to violate the Arms Export Control Act charge carries a maximum potential penalty of five years in prison and a $250,000 fine. The meth importation conspiracy and meth importation charges each carry a mandatory minimum penalty of 10 years in prison and a maximum penalty of life in prison and a $4 million fine.</p>
<p>U.S. Attorney Fishman praised special agents of the FBI, under the direction of Special Agent in Charge Ward in Newark, for the investigation leading to the export violation conspiracy charge, as well as ICE Homeland Security Investigations, under the direction of Special Agent in Charge Andrew M. McLees, for its work in the parallel investigation. He also thanked Customs and Border Protection, under the direction of Robert E. Perez, Director, New York Field Operations, for its important role. U.S. Attorney Fishman also credited the U.S. Air Force Office of Investigations; FBI special agents in Manila, Beijing, Hong Kong, and Taiwan; the Philippine authorities; and the Department of Justice’s Organized Crime and Gangs Section, National Security Division, Office of Enforcement Operation, and Office of International Affairs for their contributions.</p>
<p>The government is represented by Assistant U.S. Attorney Zach Intrater and Chief Erez Liebermann of the Computer Hacking and Intellectual Property Section of the U.S. Attorney’s Office Economic Crimes Unit and Assistant U.S. Attorney Andrew Pak of the Office’s General Crimes Unit in Newark.</p>
<p>The charges and allegations contained in the amended complaint charging Shen and Chang and the indictment charging Ah Kow are merely accusations, and the defendants are considered innocent unless and until proven guilty.</p>

<p>NEWARK, NJ—The chief investment officer and portfolio manager of the Clay Capital Fund, a hedge fund based in Summit, New Jersey, was sentenced today to 12 months in prison for participating in an insider trading scheme which netted more than $2.5 million in illicit profits, U.S. Attorney Paul J. Fishman announced.</p>
<p>James Turner, 45, of Traverse City, Michigan, previously pleaded guilty before U.S. District Judge Dennis M. Cavanaugh to an information charging him with securities fraud. Judge Cavanaugh imposed the sentence today in Newark federal court.</p>
<p>According to documents filed in this case and statements made in court:</p>
<p>Beginning in 2006, Turner received inside information from his brother-in-law, Scott Vollmar, and from Scott Robarge, Turner’s friend and former college classmate. Vollmar, who was formerly employed as a director of business development at Autodesk Inc., a software company based in California, passed inside information to Turner concerning Autodesk’s confidential negotiations to acquire Moldflow Corp. Turner admitted he used that inside information to purchase more than $7 million worth of Moldflow stock for the Clay Capital Fund and for himself and his family members. Following the public announcement of Autodesk’s acquisition of Moldflow, Turner sold the Moldflow shares he had bought, realizing illicit profits of more than $1.7 million. Turner admitted he received inside information from Vollmar in advance of the public release of Autodesk’s earnings reports and that he used this information to trade Autodesk stock, resulting in illicit profits of more than $500,000.</p>
<p>Scott Robarge, who was formerly employed as a recruiting technology manager at Salesforce.com Inc., a software company based in California, passed inside information to Turner concerning Saleforce’s quarterly sales results. Turner admitted he used this inside information to trade Salesforce stock, realizing illicit profits of more than $200,000.</p>
<p>In addition to the prison term, Judge Cavanaugh sentenced Turner to three years of supervised release and fined him $25,000.</p>
<p>Vollmar and Robarge have both previously pleaded guilty and are scheduled to be sentenced on May 14, 2012.</p>
<p>U.S. Attorney Fishman credited special agents of the FBI, under the direction of Special Agent in Charge Michael Ward in Newark; postal inspectors of the U.S. Postal Inspection Service, under the direction of Postal Inspector in Charge Philip R. He also thanked the SEC Market Abuse Unit, under the direction of Daniel M. Hawke, for its important role in the investigation leading to today’s sentence.</p>

<p>One out of five American consumers used their mobile phone to access their bank account, credit card, or other financial account in the 12 months ending in January 2012 and an additional one out of five indicated they would likely use mobile banking at some point in the future, according to a <a href="http://www.federalreserve.gov/econresdata/mobile-device-report-201203.pdf" target="_self">Federal Reserve Board survey (2.5 MB PDF)</a>.</p>
<p>The survey&#8217;s findings suggest that the use of mobile banking is poised to expand further over the next year, with usage possibly increasing to one out of three mobile phone users by 2013. However, the survey indicates that many consumers remain skeptical of the benefit of mobile banking and the level of security associated with the technology.</p>
<p>The use of mobile banking is highly correlated with age, according to the survey results. People between 18 and 29 account for approximately 44 percent of mobile banking users, relative to 22 percent of all mobile phone users. Conversely, people age 60 and over account for only 6 percent of all mobile banking users, but 24 percent of mobile phone users. The survey showed a significantly higher level of mobile banking uptake among African Americans (16 percent) and Hispanics (17 percent), relative to 11 percent and 13 percent of mobile phone users, respectively.</p>
<p>The widespread use of mobile technology has the potential to expand access to financial services for previously underserved populations. Underbanked individuals (people with bank accounts but who use check cashers, payday lenders, or payroll cards) make relatively heavy use of mobile banking, according to the survey. Of this group, 29 percent used mobile banking in the year ending in January 2012.</p>
<p>The survey found that the most common mobile banking activities are consumers checking their account balances or monitoring recent transactions. Less frequently used mobile banking functions include making online bill payments from a bank account, locating an in-network automated teller machine, and depositing a check by phone.</p>
<p>The majority of consumers who have a mobile phone but do not use mobile banking said they either had no need for these services or expressed security concerns. When asked to rate the security of mobile banking, non-users were more likely to report that they believed it was unsecure or that they simply didn&#8217;t know how secure the technology was.</p>
<p>The survey was conducted on behalf of the Board by Knowledge Networks, an online consumer research firm. Data collection began December 22, 2011, and was concluded on January 9, 2012. Nearly 2,300 respondents completed the survey.</p>

	The first evidence of empathy-driven helping behavior in rodents has been observed in laboratory rats that repeatedly free companions from a restraint, according to a new study by University of Chicago neuroscientists.</p>
<p>
	The observation, published today in <em>Science</em>, places the origin of pro-social helping behavior earlier in the evolutionary tree than previously thought. Though empathetic behavior has been observed anecdotally in non-human primates and other wild species, the concept had not previously been observed in rodents in a laboratory setting.</p>
<p>
	“This is the first evidence of helping behavior triggered by empathy in rats,” said Jean Decety, the Irving B. Harris Professor of Psychology and Psychiatry. “There are a lot of ideas in the literature showing that empathy is not unique to humans, and it has been well demonstrated in apes, but in rodents it was not very clear. We put together in one series of experiments evidence of helping behavior based on empathy in rodents, and that’s really the first time it’s been seen.”</p>
<p>
	The study demonstrates the deep evolutionary roots of empathy-driven behavior, said Jeffrey Mogil, the E.P. Taylor professor in pain studies at McGill University, who has studied emotional contagion of pain in mice.</p>
<p>
	“On its face, this is more than empathy, this is pro-social behavior,” said Mogil, who was not involved in the study. “It’s more than has been shown before by a long shot, and that’s very impressive, especially since there’s no advanced technology here.&#8221;</p>
<p>
	The experiments, designed by psychology graduate student and first author Inbal Ben-Ami Bartal with co-authors Decety and Peggy Mason, placed two rats that normally share a cage into a special test arena. One rat was held in a restrainer device — a closed tube with a door that can be nudged open from the outside. The second rat roamed free in the cage around the restrainer, able to see and hear the trapped cagemate but not required to take action.</p>
<p>
	The researchers observed that the free rat acted more agitated when its cagemate was restrained, compared to its activity when the rat was placed in a cage with an empty restrainer. This response offered evidence of an “emotional contagion,” a frequently observed phenomenon in humans and animals in which a subject shares in the fear, distress or even pain suffered by another subject.</p>
<p>
	While emotional contagion is the simplest form of empathy, the rats’ subsequent actions clearly comprised active helping behavior, a far more complex expression of empathy. After several daily restraint sessions, the free rat learned how to open the restrainer door and free its cagemate. Though slow to act at first, once the rat discovered the ability to free its companion, it would take action almost immediately upon placement in the test arena.</p>
<p>
	“We are not training these rats in any way,” Bartal said. “These rats are learning because they are motivated by something internal. We’re not showing them how to open the door, they don’t get any previous exposure on opening the door, and it’s hard to open the door. But they keep trying and trying, and it eventually works.”</p>
<p>
	To control for motivations other than empathy that would lead the rat to free its companion, the researchers conducted further experiments. When a stuffed toy rat was placed in the restrainer, the free rat did not open the door. When opening the restrainer door released his companion into a separate compartment, the free rat continued to nudge open the door, ruling out the reward of social interaction as motivation. The experiments left behavior motivated by empathy as the simplest explanation for the rats’ behavior.</p>
<p>
	“There was no other reason to take this action, except to terminate the distress of the trapped rats,” Bartal said. “In the rat model world, seeing the same behavior repeated over and over basically means that this action is rewarding to the rat.”</p>
<p>
	As a test of the power of this reward, another experiment was designed to give the free rats a choice: free their companion or feast on chocolate. Two restrainers were placed in the cage with the rat, one containing the cagemate, another containing a pile of chocolate chips. Though the free rat had the option of eating all the chocolate before freeing its companion, the rat was equally likely to open the restrainer containing the cagemate before opening the chocolate container.</p>
<p>
	“That was very compelling,” said Mason, Professor in Neurobiology. “It said to us that essentially helping their cagemate is on a par with chocolate. He can hog the entire chocolate stash if he wanted to, and he does not. We were shocked.”</p>
<p>
	Now that this model of empathic behavior has been established, the researchers are carrying out additional experiments. Because not every rat learned to open the door and free its companion, studies can compare these individuals to look for the biological source of these behavioral differences. Early results suggested that females were more likely to become door openers than males, perhaps reflecting the important role of empathy in motherhood and providing another avenue for study.</p>
<p>
	“This model of empathy and helping behavior opens the path for elucidating aspects of the underlying neurophysiological mechanisms that were not accessible until now.” Bartal said.</p>
<p>
	The experiments also provide further evidence that empathy-driven helping behavior is not unique to humans – and suggest that <em>Homo sapiens</em> could learn a lesson from its rat cousins.</p>
<p>
	“When we act without empathy we are acting against our biological inheritance,&#8221; Mason said. &#8220;If humans would listen and act on their biological inheritance more often, we’d be better off.&#8221;</p>
<p>
	The paper, “Empathy and pro-social behavior in rats,” will be published Dec. 9 by the journal <em>Science</em>. Funding for the study was provided by the National Institute on Drug Abuse and the National Science Foundation.</p>

<p>The New Mexico Regional Computer Forensics Laboratory (NMRCFL) officially opened on the grounds of the University of New Mexico today—the second RCFL physically located on a university campus, and the 16th such facility in the FBI’s national network of full-service digital forensics laboratories and training centers.</p>
<p>RCFLs provide objective digital forensics expertise and services to law enforcement and are devoted to the examination of digital evidence in support of federal, state, and local criminal and national security investigations. FBI Director Robert S. Mueller, III selected the Albuquerque Division in 2008 because the local law enforcement community demonstrated wide support for an RCFL and had a large pool of qualified personnel to staff the facility. The NMRCFL will be staffed with personnel from the FBI’s Albuquerque Division, the Albuquerque Police Department, the Bernalillo County Sheriff’s Office, New Mexico State Police, and the University of New Mexico.</p>
<p>Since 2009, the NMRCFL staff—using temporary workspace in the FBI’s Albuquerque Division during the laboratory’s construction—received 838 requests for service from area law enforcement and conducted 842 digital forensics examinations. The NMRCFL’s top five customer requests by crime classification are cyber crime (45 percent), violent crime (25 percent), white-collar crime (24 percent), computer intrusions (6 percent), and counterintelligence (2 percent).</p>
<p>Louis E. Grever, executive assistant director of the FBI’s Science and Technology Branch, which oversees the RCFL program, said, “With nearly every criminal investigation now involving some form of digital evidence, there is great need for highly skilled digital forensics examiners. With this flagship facility, and a shared commitment to providing the highest quality digital forensics to law enforcement, we will aggressively apply high-technology to solve crimes and keep our communities safe.”</p>
<p>Since the RCFL program began in 1999, the demand for its services has grown exponentially. In addition to providing digital forensics expertise, the NMRCFL will train local law enforcement in various digital forensics techniques in their state-of-the art classroom. The laboratory also features a cell phone investigative kiosk that law enforcement may use to examine mobile phones and other handheld devices, along with a loose media kiosk to review evidentiary data on USB devices, CD/DVDs, etc. These self-serve resources are proven to enhance law enforcement’s ability to lawfully extract digital evidence quickly and efficiently.</p>

The medical imaging and informatics company is currently installing 3D mammography systems at renowned medical centers across the country with plans to begin trials as early as December 2011.</p>
<p>&#8220;When it comes to the early detection of breast cancer, radiologists will benefit from powerful 3D technology to elevate their diagnostic confidence using an average glandular dose that is equivalent to 2D Full Field Digital Mammography (FFDM), increase their workflow, and give their patients improved outcomes,&#8221; explains David Hotchkiss, Director of Modality Solutions Marketing at Fujifilm. &#8221;After thorough evaluation of needs of the patients and clinicians, we believe that, when approved by the FDA, Fujifilm&#8217;s 3D Digital Mammography has the potential to become the standard of care. <p>Currently commercially available for sale and in use in Europe, Fujifilm&#8217;s 3D Digital Mammography is an innovative breast screening technology that presents the images to radiologists in an in-depth, three-dimensional view.  Pairs of stereo images of the breast are acquired and then viewed by combining a 3D review workstation and dedicated glasses specifically designed to present 3D breast images.  Because 3D Digital Mammography uses the similar clinical workflow as traditional FFDM, and because it presents the stereo images in a standard mammographic view of the breast (i.e., LCC, RCC, LMLO, or RMLO) that is familiar for radiologists, it has the potential to increase throughput and diagnostic confidence. The new 3D system will be especially powerful when viewing overlapping tissue, especially in dense breasts, and will enable radiologists to better visualize abnormalities. This assertion is supported by a previous study of 3D stereo digital mammography at Emory University(2) that demonstrated a 23 percent increase in sensitivity, and a 46 percent reduction in patient call backs.(3)</p>

ABSORB is an implantable device that restores blood flow by opening a blocked artery and providing support to the vessel until the device dissolves. Once in place, ABSORB dissolves in approximately two years, leaving patients with a treated vessel free of a permanent metallic implant. </p>
<p>The first drug eluting device of its kind for coronary artery disease, ABSORB is made of polylactide, a proven biocompatible material that is commonly used in medical implants such as dissolvable sutures. Because a permanent metallic implant is not left behind, naturally occurring vessel functions may be restored, which is one of the features that make this device a significant innovation for patients in the evaluation and treatment of coronary artery disease. </p>

Chicago Ideas Week is a seven-day celebration of ideas, innovation and community, that will focus on bringing the world’s best speakers together with the Midwest’s best thinkers. Today’s event follows Governor Quinn’s launch of a program last week to give Illinois entrepreneurs access to $78 million in capital for new and innovative business ideas.</p>

<p>Chicago Ideas Week was founded by Brad Keywell, chair of the Illinois Innovation Council introduced this year by Governor Quinn (<a href="http://www.illinoisinnovation.com/">www.illinoisinnovation.com</a>), and co-founder of Groupon and Lightbank. In the first week, more than 600 users have downloaded the CCC ONE Mobile app from the Android Market. The CCC ONE Mobile app for the iPhone® mobile digital device and iPod Touch® mobile digital device was introduced at the beginning of 2011 and has been downloaded by more than 3,700 users.  </p>

<p>CHICAGO, Sept. 6, 2011 /CHICAGOPRESSRELEASE.COM/ &#8212; The anonymity of egg donors is a norm of assisted reproductive technology (ART) in the United States, but a spot survey of some donors suggests its removal would not be a deal-breaker in their decision to donate.</p>
<p>In a survey of its egg donor base by Alternative Reproductive Resources (ARR), a leading Chicago-based egg donor and gestational surrogacy recruitment firm, over 90 percent of respondents ranked anonymity as either somewhat or not at all important in their decision to donate.</p>
<p>&#8220;We&#8217;ve been in business 20 years. That response represents a marked change from attitudes then, and even several years ago,&#8221; said Mary Ellen McLaughlin, an ARR partner. &#8220;As alternative routes to family creation have become more mainstream, everyone has grown more comfortable with their roles.&#8221;</p>
<p>Egg donor anonymity has been increasingly scrutinized, particularly as children born through assisted means are maturing and seeking to learn more about their biological heredity. Washington State recently passed a law guaranteeing children conceived with gametes from Washington egg donation agencies access (when they&#8217;re 18) to their donors&#8217; medical histories and full names — unless the donors specifically opt out. It also applies to children born of donated sperm.</p>
<p>Such developments are not likely to discourage egg donors, ARR&#8217;s survey found. Were such legislation more widely adopted, over 80 percent of the survey group said they would still donate; fewer than 20 percent would opt out. </p>
<p>Many said they understood the children&#8217;s need to know; their concern was the potential liability for care or financing. Said one: &#8220;Giving them the opportunity to easily understand where they came from is potentially part of our duty as donors. However, this should never result in the pursuit of mandated legal obligation for care or finances without the donor&#8217;s reciprocated agreement.&#8221;</p>
